This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the supervision of the Project Managers (PM) and the Chief Technical Advisor (CTA), the IUNV Civil Engineer will undertake the following tasks:

Lead and oversee component 1 of the CORE-TL project - Coordinate with the project partners and government counterparts on all relevant infrastructure work in the project; - Provide technical inputs to ensure all construction undertaken is COVID-resilient, sustainable, environmentally conscious, and inclusive (including facilities/features for women, youth and persons with disabilities); - Supervise and support two National Engineers and a National Architect in the development and completion of feasibility studies, preliminary or detailed designs (preparing, writing, and assembling drawings, schematics, masterplans, design calculations and reports, technical specifications) and Bill of Quantities, in line with international and local standards and codes; - Oversee and provide technical inputs for the technical documents for all construction work to be sub-contracted by the project;

Provide technical inputs for infrastructure-related work of CORE-TL project - Review the planning, design, and implementation of infrastructure to ensure compliance with national/international standards, UNDP rules and regulations, design and technical specifications, and the project document; - Provide inputs and technical advice on the implementation and progress of the infrastructure component, as well as identification of training needs for capacity development for to the government counterparts and Election Management Bodies to ensure sustainability; - Enhance project implementation efficiency through facilitation of strategic procurement of construction related services and works; - Support the development of project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical, or special systems within the projects. - Participate in the technical evaluation processes of bids, prepare technical evaluation reports, and respond to technical clarifications from UNDP procurement review committees as required. Monitor the infrastructure/rehabilitation component of the CORE-TL project - Monitor the implementation of the infrastructure component of the project; - Perform site supervision of all ongoing project constructions; - Prepare site reports for all ongoing works, including daily weekly, and monthly reports; - Inspect all works done by the subcontractors, including valuation of works undertaken, inspection, testing, and verification of quality of materials and works as per the contract specification.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

A Master’s degree in Civil Engineer combined with relevant training and/or professional experience;

Required experience:

60 Months

Experience remark:

At least 5 years of professional work experience at the national and/or international level; experience from engineering in private companies is an asset, as is experience working in the UN or other international development organization with previous projects on infrastructure;

 Solid working knowledge of International Standards such as International Building Codes (IBC), American Society for Testing and Materials (ASTM), British Standards (BS), and/or European Code, etc.

 Sound understanding and knowledge of infrastructure standards and best practices in relation to natural hazards (disaster risk reduction), accessibility of persons with disabilities, and environmentally sustainable;  Knowledge of COVID-19 standards and best practice is an asset;  Working knowledge of AutoCAD or other CADD system, Microsoft Office Suite and Project software packages;

 Excellent oral and written skills; excellent drafting, formulation, reporting skills;  Accuracy and professionalism in document production, reviewing, and editing;  Excellent interpersonal skills; culturally and socially sensitive;  Ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;  Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;  Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;  Have affinity with or interest in supporting communities, volunteerism as a mechanism for durable development, and the UN System.
