Duties and Responsibilities Organizational Setting:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office of UNEP delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy announcement is meant to solicit applications for rostering purposes to serve as the pool of expertise that UNEP West Asia Office is creating within the framework of the long-term strategic partnership and the Saudi Environment Sustainability Programme with the Ministry of Environment, Water and Agriculture of Saudi Arabia.

Under the overall supervision of the project manager and direct supervision of the Programme Management Officer for Waste Management in UNEP West Asia Office and in coordination with the respective department in the National Centre for Waste Management and the Ministry of Environment, Water and Agriculture in Saudi Arabia, the Consultant will carry-out, inter alia, the following duties and responsibilities:

1. Situation analysis, identification, and piloting of priority circular economy options for waste management 2. Capacity development and knowledge sharing in relation to MRV (measurement, reporting and verification) in the waste management sector including assessments of the types and volumes of waste and associated greenhouse gas (GHG) emissions 3. Technical assistance for policy and regulatory measures and application of new knowledge and technologies for a circular economy in KSA 4. Technical assistance for engaging the private sector for promoting circular economy measures including Extended Producer Responsibility (EPR).

The consultant will be expected to deliver the following outputs: 1. Inception Report 2. Situation Analysis Report 3. Capacity building Needs Assessment Report and Capacity Building Programme 4. Policy and regulatory gap analysis and needs assessment report 5. Private sector engagement plan for EPR 6. Final Project report

Qualifications/special skills Advanced degree (Master’s or PhD) in Environmental Sciences/Economics, Waste Management, or closely related fields is required.

A minimum of 10 years of relevant international work experience related to technical support to the government and international organizations for waste management or/and environmental issues. Specific experience with circular economy measures is required.

Project management experience in an international context relating to environmental data and international development is desirable.

Sound understanding of sustainable development, environmental management issues, monitoring and reporting on Multilateral Environmental Agreements, and other related sustainable human development issues is desirable.

Prior experience in providing trainings, sharing knowledge, and facilitating consultations on technical subjects in the field of environment is an asset.

Experience working in West Asia is desirable.

Languages Fluency in written and spoken English and Arabic is required.
