Result of Service

The ultimate result of this consultancy is to source and identify high-potential, high-impact urban infrastructure projects, in Egypt, to undergo priority project preparation via the Cities Investment Facility and be showcased at WUF12 in Cairo, Egypt. The role requires the Consultant to coordinate and collaborate with multiple stakeholders, including the CIF Secretariat, UN-Habitat staff, programmes and affiliates, and in-country stakeholders including project owners, promoters and developers, in Egypt.

Duties and Responsibilities

UN-Habitat: The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. Cities Investment Facility: The Cities Investment Facility (CIF) is an innovative, multi-stakeholder initiative centered around unlocking private investment in sustainable urban infrastructure projects in low- and middle-income markets. While there is significant investor demand for bankable, construction-ready projects, these markets have traditionally struggled with the project preparation processes that foster investment readiness. This has resulted in an annual global infrastructure investment gap of US$3.2 trillion, with the vast majority of that in low- and middle-income countries. It is the Cities Investment Facility’s goal to significantly reduce this gap.

RESPONSIBILITIES

Under the supervision of the special advisor to the Executive Director & Director a.i.- External Relations, Strategy, Knowledge and Innovation (ERSKI) Division , the consultant will be responsible for the following tasks: 1. Conducting an analysis of CIF and recommend a project sourcing strategy relevant to the CIF mission, criteria, and the Egyptian context. 2. Mapping appropriate stakeholders to engage and understand the pipeline of Egyptian urban development projects in ideation. 3. Defining the evaluation criteria for assessing eligible projects. 4. Defining the selection and evaluation process. 5. Conducting evaluation process and ultimate selection of 1 project to undergo project preparation via the Cities investment Facility. 6. Defining a CIF Project Action Plan, with CIF Secretariat, CIF Implementing Partners and Project Owner inputs, for the period to WUF12.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in sustainable urban planning, urban governance, development studies, business administration, geography, management and economics is required.

A first-level university degree in combination with qualifying years of experience may be accepted in lieu of the advanced university degree. 5-year relevant experience in resource mobilization, urban development, sustainability, finance, or commercial investment, with a proven track record in supporting Egyptian urban development initiatives Relevant knowledge of the current Egyptian urban development project landscape. Knowledge of sustainable urban development project financing is desirable. A strong understanding of UN-Habitat and the Cities Investment Facility mandates, goals and principles is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in spoken and written English is required. Experience of other UN languages including Arabic is an added advantage.
