With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea, UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

How can you make a difference?

The assignment requires an International consultant in Child Protection who has the expertise to provide technical assistance in child safeguarding and protection from sexual exploitation and abuse with the following responsibilities:

Scope of work:

PROTECTION FROM SEXUAL EXPLOITATION & ABUSE (PSEA) – 80%

  1. Capacity building of UNICEF PNG Country Office

    Risk assessments: Support UNICEF programmes in integrating CS/PSEA in regular programme/sector risk assessments; collaborate with inter-agency CS/PSEA Network to conduct or update SEA risk assessments at country level; share findings from SEA risk assessments with UNICEF technical staff and PSEA network members for integration in their programming and advocacy, and provide them technical guidance to mitigate SEA risks.

Internal procedures/tools: support establishment and roll-out of internal CS/PSEA complaint mechanism and tracking procedures and tools in UNICEF PNG, in line with procedures/guidelines.

Training: Conduct/facilitate trainings for UNICEF personnel (staff, consultants, interns, volunteers, etc.) on PSEA and their respective roles, as well as targeted UNICEF staff trainings based on needs.

Community-based reporting mechanism: In cooperation with PSEA network, map existing community-based, IP’s and UN agencies’ mechanisms for reporting by beneficiaries/affected populations; and guide and facilitate the establishment/strengthening of inter-agency community-based SEA complaint mechanisms.

Communication/Awareness-raising: Develop/adapt IEC materials on CS/PSEA; develop/guide CS/PSEA awareness-raising activities and assess their impact, in cooperation with PSEA network.

  1. Capacity building of UNICEF CSO Implementing Partners

    **Assessments****: Conduct/update CS/PSEA Assessments with CSO IPs, or verify CS/PSEA self-assessments completed by CSO IPs. to serve as basis for tracking progress of partners’ CS/PSEA organizational capacity, highlighting the partners’ organizational strengths and areas of improvement.

Training: Conduct/facilitate trainings for Implementing Partners (government and CSOs) on CS/PSEA, including detection and reporting of SEA, adapting available PSEA training package and tools to suit local contexts.

Technical assistance on Policies and Systems: As requested, support CSO IPs to:

    • Develop an internal Action Plan to address gaps in organisational CS/PSEA capacity, as highlighted in the PSEA capacity assessment.
    • Develop/revise internal policies, codes of conduct, procedures and systems, including on reporting, referral and investigations.
    • Develop IP staff capacity to conduct risk assessments.
    • Investigation: Facilitate the training of IP staff on SEA investigations, development of internal investigation procedures, and coaching of staff during SEA investigations.
  1. Coordination, planning, monitoring and reporting

    Coordinate, support and monitor the implementation of the PNG Country Office CS/PSEA Action Plan with all sections

Conduct the periodic reporting, review, and update of the PNG Country Office CS/PSEA Action Plan

Provide technical guidance to UNICEF programme staff on CS/PSEA matters arising during programme planning, implementation, and monitoring.

Serve as UNICEF liaison for CS/PSEA Network and contribute to timely and efficient networkwide coordination.

Provide UNICEF inputs/contribution to UN PSEA inter-agency initiatives.

GBV and GENDER EQUALITY - 20%

Support the gender integration and programming for transformative results by advocating, advising, and supporting programme staff, and monitoring and reporting on gender equality results and progress, as follows:

  1. Country Office Technical support
  • Provide support to section colleagues on GAP results and institutional benchmarks.
  • Share data, reports, tools, good practice guidance on gender transformative programming.
  • Raise awareness of gender equality issues within the CO programming and operations.
  • Support the timely commissioning of GPRs and gender analysis, and the implementation of recommendations.
  • Support colleagues in the planning, delivery, monitoring, tagging, and reporting of gender equality results.
  • Work with sector leads to support accountability for gender priority results in the GAP 2022-2025 and UNICEF PNG CPD.
  1. Implementing Partners Technical support
  • Training: Conduct/facilitate trainings for Implementing Partners (government and CSOs) in GBV risk mitigation, gender transformative programming.
  • Develop/adapt a training package for the Implementing Partners in GBV and Risk Mitigation
  • Roll out ToT and establish a roster of trained staff to deliver BGV and risk mitigation training among the IP
  • Communication/Awareness-raising: Develop/adapt IEC materials for GBV risk mitigation, prevention of Violence against women and girls

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Science, particular international development, human rights, psychology, sociology, international law, social work, or another relevant field. A minimum of 5 years of relevant professional experience in the prevention of sexual exploitation and abuse
  • Experience in developing organizational policies and procedures
  • Experience in developing and delivering awareness/IEC messages/materials appropriate to local context
  • Interpersonal skills”: cultural sensitivity communication, facilitation,
  • Fluency in English is required

This position is an 11 months assignment and doesn’t give rise to a long-term permanent post with the organization.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.
