Background

Guinea is a low-income country with significant child deprivation. With a Human Development Index of 0,477 it ranks 178th out of 189 nations (2019). Since 1984, UNICEF has collaborated with other UN agencies, nonprofit organizations, faith-based organizations, youth organizations, and other partners to support the government in its efforts to support child development. The 2018-2022 country program includes interventions across education, protection, health, nutrition, water and sanitation, and social policy programs. In the field, through the zone offices in Labé, Kankan and Nzérékoré, UNICEF ensures the active implementation of programs across the country including the most remote areas.

Purpose of the Position

UNICEF Guinea is looking for a colleague who can join our office on a stretch assignment for 6 months, to support the Child protection section during temporary vacancy of team members from July 2023.

Duration This stretch assignment will be for a period of six (6) months.

How you can make the difference?

The Child Protection Specialist reports to the Chief Child Protection for general guidance and direction. The Child Protection Specialist is responsible for managing and supervising all stages of child protection programmes/projects from strategic planning and formulation to delivery of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm and to protect their rights to survival, development and well-being, as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.

The objective of the assignment is to support the UNICEF Guinea office to reduce the gap in human resources shortage during the period in managing the Child Protection Section and in contributing to the mid and end of year activities as well as the planning process for 2024.

The Child Protection Specialist is responsible for establishing the plans of action and overseeing work progress to ensure the achievement of concrete and sustainable programme/project results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

UNICEF Child Protection component of the Programme in Guinea focuses among others on child protection systems strengthening, childcare reform with Government partners, including deinstitutionalization, strengthening gatekeeping mechanisms, and developing and strengthening family based alternative care systems, and social service workforce strengthening. Demonstrable experience in and good understanding of tactful advocacy and programming for the protection of children in highly sensitive environments is desirable

During the stretch assignment, the Child Protection Specialist is expected to provide strategic technical guidance and orientation to UNICEF in Guinea. The Child Protection Specialist will also engage with other Section Chiefs, the 3 Heads of zonal offices, Operations colleagues, and the Deputy Representative. Participation in the strategic reflection related to the preparation of the new country programme cycle 2024-2028 will form a key element of the assignment. Therefore, the selected candidate is expected to contribute significantly to both the UNSDCF process and elaboration of the CPD.

Scope of the work

The Staff will support the development of action plans and oversee work progress to ensure the achievement of concrete and sustainable programme/project results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

The main tasks include:

  • Ensure day-to-day management of the child protection section.
  • Ensure quality assurance of documents related to the protection component.
  • Ensure that the program funds and supplies are managed in compliance with corporate financial procedures and donor conditionalities and in compliance with corporate supply procedures.
  • Support the development of the section annual work plan (2024-2025) with the child protection team and contribute to the Annual Management Plan (AMP)
  • Finalize all products related to the year-end reporting activities.
  • Provide technical advice to key government officials, NGO, UN system and other country office partners on strategies and best practices to influence approaches/policies.
  • Prepare donors proposals and reports.

Participate and/represent UNICEF in inter-agency (UNCT) discussions and planning on child protection and related issues to ensure organizational position, interests and priorities are fully considered and integrated.

Minimum Qualifications and Competencies

  • An advanced university degree (Masters and above) in one of the following areas is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.
  • A minimum of 8 years of relevant professional work experience in social development planning and management in child protection related areas, at the international level is required.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset.
  • Experience in both development and humanitarian contexts is added advantage.
  • Proficiency in French (fluent in verbal and written) and working knowledge in English is required.

Funding Arrangement:

This is a temporary development opportunity and there will be no changes to the staff member’s status (position number, level, etc.).

Guinea CO will pay for an economy fare return travel

100% of DSA for the first month and 50% of DSA applicable during the assignment for the remaining period. The releasing office will continue covering the salary of the staff member.
