How can you make a difference?

  • Lead in the design of a sustainable 12-months capacity development program with 14 NGOs and one institutional partner including blended methods of coaching, training, and mentoring support. At the end of the assignment, partners will understand the theory of social norms change programming and can implement comprehensive programs throughout Somalia.
  • Manage the UNICEF partnership and coordination between an institutional partner and research partner contracted to build the capacity of 14 CSO partners to implement and measure the Communities Care social norms change program.
  • Ensure regular coordination and communication between partners on the Communities Care programme.
  • Backstop the institutional contractor on social norms training and capacity support programmes to ensure seamless development of the Communities Care programme.
  • Provide ongoing monitoring and evaluation of the institutional partner implementing the Communities Care capacity development programme.
  • Management of a research partnership to ensure continued research on the impacts of the Communities Care programme. (Develop and implement a ToT for the research protocol and data collection procedures).
  • Support research partner to develop and expand simplified and localized social norms change surveys (research tools) at interventions sites.
  • Provision of analysis and documentation of research and implementation data with one formal-sector presentation outlining impacts and promising practices in collaboration with M&E Manager.
  • Assist research partner with the training of research officers and research assistants on research and security protocols, and retention strategies for the midline and end-line surveys.
  • Data management for social norm research including the baseline, Midline, end line, 4th point survey tasks include, including maintaining daily data capture, data entry, and data verification from research assistants before uploading to research partners server for analysis.
  • Preparation of donor reporting and fundraising materials outlining the impacts and scale of the Communities Cares program.
  • Ensure UNICEF staff have the capacity to monitor and train partners on the Communities Care social norms change program.
  • Work with the Information Management Officer for Child Protection to regularly update the database on GBV and SEA cases and case management support.
  • Support the child protection section in completion of PDs in e-tool, ensure the complete population of logical frameworks and follow up to ensure quarterly reporting by partners on the partner reporting portal.
  • Support child protection sector planning processes to ensure that GBV is reflected in the child protection operational plans and tools, including PSEA integration in all sectors’ response actions.
  • Support implementation of the Country Office’s commitment to the GBViE response and PSEA inter-agency initiatives.
  • Conduct and facilitate structured GBV safety audits and risk assessments in UNICEF programme locations and schools, health, and WASH facilities and work with partners to address identified concerns.
  • Ensure the preparation of the annual GBV component of the Child protection sector status reports, with the contribution of all major partners.
  • Support the IMO in building and maintaining regular programme monitoring and performance indicator data through regular data collection and development of M&E tools.
  • Identify and address information gaps including gaps in the sector’s service delivery indicators (quantity, quality, coverage, continuity and cost) and gaps in reporting by sector partners.
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with counterparts to assess progress and to determine required actions and interventions to achieve results.

To qualify as an advocate for every child you will have…

  • Master’s degree in the social sciences (i.e. sociology, psychology, political science, social policy or economics), International Law, public health, public policy, public administration, international development, or in an area relevant to UNICEF’s sectoral work.
  • At least 5 years of progressively responsible professional experience and demonstrated track record of having undertaken and led substantive programming and research on Gender-Based Violence, Gender, and development in key issue areas that are the focus of UNICEF’s Gender Action Plan
  • Good analytical and writing skills, and the ability to present the results in a simple language, making use of visual aids (maps, graphs, and other visual tools);
  • Experience with the capacity-building field and especially social norm change tools ;
  • Ability to facilitate training sessions with local authorities and maintain confidentiality ;
  • Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization;
  • Experience in project management is desirable.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
