UNICEF is directly involved in addressing gender-based violence (GBV) in some of the world’s most intense and complex conflicts and disasters.

How can you make a difference?

The GBViE Specialist will support the development, implementation, monitoring and evaluation of UNICEF’s GBV-related emergency preparedness and response in Venezuela, with a focus also on adolescent pregnancy, ensuring overall efficiency, effectiveness and delivery of results in accordance with the UNICEF Core Commitments for Children in Humanitarian Action and national and international humanitarian standards. The GBViE Specialist will provide guidance and direction on emergency GBV issues and ensuring implementation of high-impact GBV interventions in acute and chronic emergencies as outlined in UNICEF’s technical guidelines. The Specialist contributes to the achievement of concrete and sustainable programme/project results according to plans, budget allocation, results based-management approaches and methodology, and UNICEF’s Strategic Plans, standards of performance and accountability framework.

GBViE programming and technical support

• Develop appropriate GBV-related policies, strategies and implementation frameworks to deliver a comprehensive package of GBV prevention and response services, in collaboration with the regional office and HQ. The frameworks have to include a focus on adolescent pregnancy. • Consolidate the GBV situation analysis based on available information. Advise on what additional GBV-related information is needed through one-off data collection or strengthening of available GBV information systems, to guide the GBV response. • Undertake field visits at field locations to assess GBV programme progress, identify major problems and constraints, and propose solutions and actions. • Advise on the appropriate staffing (level and skills) required to deliver on UNICEF’s agency mandate for both programme and coordination responsibilities from onset through transition from emergency.

• Advise on immediate and ongoing supply needs and financial needs for the response, including liaison with Supply Division and fundraise/contribute to resource mobilization documents (both internal and external). • Set up partnerships as appropriate to implement GBViE programmes. • Lead the roll-out of the GBViE mainstreaming guidelines in coordination with the regional office and HQ. • Evaluate feasibility to deploy the GBVIMS/GBVIMS+ for UNICEF and participate in interagency data collection and sharing as safe and appropriate. • Identify institutional bottlenecks in delivery of the emergency response and liaise with other divisions and sectors within UNICEF (e.g., Health; Water, Sanitation and Hygiene; Emergency Operations (in particular the Clusters); and Supply Division) to improve UNICEF systems and standards for the emergency response. • Design and conduct training for UNICEF staff/consultants and counterparts in emergency preparedness and response to improve the quality and consistency of emergency response activities, in collaboration with HQ and regional office. • Direct, ensure and improve UNICEF’s capacity to be prepared and respond to emergencies, including staffing training, supplies and mechanisms, working with the Emergency Focal Points and other relevant staff members in Programme Division, Division of Human Resources and Supply Division.

GBViE advocacy, networking and partnership building

• Coordinate and direct organizational contribution to the GBV and Child Protection AoRs and/or Protection Cluster to ensure effective response to the emergency. • Participate in the development of joint policies and technical guidelines for appropriate provision of GBV response in emergencies, in coordination with other UN agencies, clusters and relevant NGOs and institutions through sector/cluster coordination mechanisms. • Proactively build and strengthen strategic partnerships through networking and advocacy with governments, UN system agency partners, donors, internationally recognized institutions, NGOs, funding organizations, and the private sector to leverage these partnerships to achieve greater results for children.

III. Impact of results

  • The strategic and effective advocacy, planning and formulation of GBViE programmes/projects and the achievement of sustainable results contributes to the achievement of goals and objectives to create a protective environment for women and children against harm and all forms of violence, and ensures their survival, development and well-being in society. Achievements in GBViE programmes and projects in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promote greater social equality in the country.
  • The decisions of the incumbent directly affect UNICEF’s leadership role in the area of GBV-related emergency preparedness and response; effectiveness of country programmes and regional interventions; and timely recruitment of technical consultants for effective programme response.
  • The recommendations of the incumbent will affect the direction of programming approaches; strategic planning and the development of future policies; and programmes and projects related to GBV-related emergency preparedness and response. They will also affect the quality of UNICEF interventions in the area of work.

To qualify as an advocate for every child you will have…

  • Advanced university degree in international development, social science or related technical field (e.g. public health, social work, political science, human rights, etc.) or equivalent work experience within the field of GBV.
  • A minimum of five years of professional experience in gender-based violence in emergencies is required. Relevant experience in child protection and related areas, programme/project development and management in a UN system agency or organization is an asset. Experience in humanitarian contexts is necessary.
  • Fluency in English and Spanish is required. Good writing and speaking skills in the language of the humanitarian operation and knowledge of another UN language is an asset.
