UNICEF is committed to ensuring Protection from Sexual Abuse and Exploitation (SEA) in line with the Secretary-General's Bulletin on special measures for protection from sexual exploitation and sexual abuse (ST/SGB/2003/13), UN-wide Protocols on allegations of sexual exploitation and abuse involving implementing partners and Victim’s Assistance Protocols and the IASC Plan for Accelerating Protection from SEA in humanitarian responses. Besides, Accountability to Affected Populations remains at the core of UNICEF’s interventions efforts, for the protection of affected and at-risk people.

In 2016, UNICEF Executive Director provided 7% set aside funding, to set up systems to address SEA at global level and across regions, including in Eastern and Southern Africa. In 2018, support was reiterated in ESAR, MENAR and WCAR by UNICEF Executive Director during her tenure as IASC PSEA and Sexual Harassment and Abuse Champion.

As a lead agency in addressing GBViE and in line with Executive Director Fore’s high-level commitments on GBV at the 2019 Oslo Ending Sexual and Gender-Based Violence (EndSGBV) conference, UNICEF Eastern and southern Africa Region has expanded GBViE programming. The COVID-19 pandemic also allowed to strengthen GBV prevention, response and risk mitigation across all sectors.

How can you make a difference?

The purpose of this temporary position is to continue strengthening UNICEF's work on prevention and response to sexual exploitation and abuse and Gender-based Violence in Emergency, and advance UNICEF’ strategic vision to strengthen inter-agency mechanisms to deliver results for children in humanitarian settings in the Eastern and Southern Africa Region.

Major Duties and Responsibilities

  • Strengthen country offices capacities to provide access to safe and child sensitive reporting channels, including within community-based complaint mechanisms; access to victims centred assistance; and to support cases investigation, as relevant.
  • Contribute to the development, implementation and rolling out dissemination of global and regional guidance and strategies of specific relevance.
  • Support implementation COs PSEA inter-agency initiatives, including the setting-up of in-country PSEA Networks.
  • Support the design of GBViE programmes which are consistent UNICEF’s policies and guidelines.
  • Support COs to institutionalize PSEA efforts within their internal systems and procedures’
  • Support COs to delivering on organizational commitments on GBViE prevention, response and risk mitigation, within UNICEF and its partners.
  • Contribute to implementation of the Roll-Out of the UN Protocol on Allegations of Sexual Exploitation and Abuse Involving Implementing Partners and the Victim’s Assistance Protocol.
  • Support documentation of best practices and lessons learnt across the Region and updating the SharePoint sites for ESAR staff to access PSEA policy and guidance materials
  • Act as a liaison with HQ and maintain close relationship with PSEA and GBViE focal points in WCARO and MENARO.
  • Keep management updated on PSEA and GBViE developments and make appropriate recommendations on enhancing prevention and response strategies.
  • Contribute to resources mobilization activities, draft reports, project proposals, ToRs, advocacy materials and other relevant documents, as required.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) preferably in social sciences, social work, political science, law or other relevant fields.
  • A minimum of 8 of relevant professional experience working in emergency settings on children’s and women’s rights and violence prevention and response, in particular gender-based violence in emergencies; and on child protection.
  • Knowledge of current PSEA developments and activities.
  • Proven success in developing and facilitating training and capacity-building activities on PSEA and GBViE.
  • Experience in community engagement and development of community-based complaints and feedback mechanisms.
  • Demonstrated expertise in analysis and development of technical papers, as well as programmatic guidance related to sexual violence, gender and child protection.
  • Excellent communication, facilitation and interpersonal skills.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
