Overview

Lead the implementation and management of GBViE programming for UNICEF.

You have:

  • An advanced university degree (Master’s or higher) in international development, social science or related technical field is required.
  • A minimum of eight (8) years of relevant progressively responsible professional experience at the national and international levels in GBViE programme planning, management, monitoring and evaluation is required.
  • Demonstrated global level experience in and with interagency fora is required.
  • Demonstrated experience of GBViE policy formulation at global level required.
  • Demonstrated experience in working on women and girls’ participation in humanitarian settings is required.
  • Direct work on GBViE risk mitigation for at least 5 L2/L3 emergencies across relevant sectors including cash-based transfers and measurement is required.
  • Fluency in English (written and verbal) and knowledge of another official UN language are required.

The salary for this job should be between 159,743 USD and 205,956 USD.

UNICEF Program Group is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, candidate will be expecting to fulfill their functions during NYHQ core working hours (10AM-4PM) unless agreed otherwise by Hiring Office.

As a lead agency in addressing GBViE, UNICEF has expanded its on-the-ground programming in recent years and made prevention of and response to GBViE one its targeted priorities in its new Strategic and Gender Action Plans (GAP) 2022-2025. The GAP is integrally linked to UNICEF’s Strategic Plan (SP) and provides a clear programmatic focus on the gender-equitable results that UNICEF aims to achieve across all areas of its SP. UNICEF is also a leading agency in the development of programming and tools related to GBViE, including supporting the development of the Call to Action Roadmap, rollout of the revised IASC GBV Guidelines (2015), implementation of the interagency GBV case management capacity building initiative, management of the GBV AoR help desk, as well as additional technical resources for the GBViE field within the COVID-19 pandemic. On the latter, the impacts of the COVID-19 pandemic on GBV have been well documented resulting in an increase in needs and technical requests for UNICEF’s expertise.

You will lead the implementation and management of UNICEF’s GBViE programming on risk mitigation as well as other strategic areas of work by providing technical support with programming formulation, design, planning, implementation, monitoring and evaluation at both headquarters and field levels. You will also ensure efficiency and effectiveness of programme management and delivery, as well as the accomplishment of programme goals and objectives linked to UNICEF’s Strategic Plan, Gender Action Plan, GBViE Operational Guide and Core Commitments for Children in Humanitarian Action. This includes building capacity to address GBViE, with a specific focus on knowledge management, evidence generation, and monitoring and reporting aspects of UNICEF global, regional and country-level programming.

How can you make a difference?

GBViE-related programme planning and development

  • In collaboration with the CP Manager-GBViE, define and execute the strategic priorities and direction for UNICEF’s gender-based violence in emergencies portfolio with specific emphasis on risk mitigation.
  • Provide technical leadership and operational support to UNICEF regional and country offices, as well as operational and implementing partners where applicable, in the evidence-based formulation, design, planning and development of UNICEF’s GBViE programming to ensure overall efficiency and effectiveness of programmes
  • Proactively identify – and take timely action to resolve – bottlenecks and potential problems.
  • Mobilise financial resources to advance UNICEF’s global GBViE portfolio, including support to regional and country offices with resource mobilisation.
  • Ensure programming is undertaken in line with the new Child Protection Strategy, the GBViE Operational Guide, Core Commitments for Children in Humanitarian Action as well as regional and country-specific Humanitarian Response Plans.

    GBViE-related programme implementation and management, and monitoring and reporting of results

  • Lead the risk mitigation pillar of the GBViE portfolio, including direct supervision of other team members who work on GBV risk mitigation

  • Provide technical leadership and operational support in the implementation, management, monitoring and reporting of UNICEF’s GBViE programmes, including robust monitoring and review of programmes and budgets to assess progress.
  • Support the coordination, delivery and implementation of activities carried out by the Child Protection (CP) Section UNICEF Headquarters related to GBViE, including the management of consultancies, institutional contracts and project cooperation agreements.
  • Ensure delivery of quality results against UNICEF’s external commitments.
  • Support the strengthening of data systems and collection, accountability mechanisms, and high-quality reporting on GBViE programme results including around cost of risk mitigation.
  • Support and strengthen the quality of research and evidence building on GBViE programmes, bringing in the latest learning and insights in alignment with the Child Protection Programme Team’s strategic planning and goals.
  • Undertake field visits to provide technical support on GBViE programme implementation.
  • Manage multiple partnership agreements with UNICEF implementing partners, including oversight of the design and delivery of joint projects, technical support, financial management and reporting.
  • Support the Child Protection Programme Team in preparing reports and other documentation, including work plans and budgets, as relates to GBViE.
  • Draft programme and donor reports for management, donors and partners to keep parties informed on programme progress and critical issues.

GBViE-related advisory services and technical support

  • Provide in-person and remote technical support to UNICEF offices and key partners at country, regional and headquarters levels on policies, strategies, best practices and approaches for addressing GBViE.
  • Participate in strategic discussions to influence policy and agenda-setting in relation to GBViE by advising on and advocating for strategies and approaches within a broader agenda on protection.
  • Draft policy papers, briefs and other strategic programme materials for management use, information and/or consideration.
  • Work with UNICEF CP Programme Team as well as other programmatic sections (such as WASH, Health, Education, Nutrition, etc.) to ensure GBV is adequately integrated into programmes per the IASC (2015) Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action and in line with UNICEF’s new Strategic Plan and new Child Protection Strategy.
  • Provide timely responses to country offices and regional offices on technical enquiries related to GBViE, including addressing gender-based violence in the context of the COVID-19 pandemic.

GBViE-related advocacy, networking and partnership building

  • Contribute to establishing and sustaining effective, strategic partnerships with relevant global partners, UN System agency partners, international organisations, internationally recognised institutions and experts, donors and funding organisations, research institutes and the private sector in order to reinforce cooperation and achieve sustainable results in GBViE.
  • Represent UNICEF at key inter-agency initiatives, including UNICEF engagement in the Call to Action on Protection from GBViE, UN Action Against Sexual Violence in Conflict, and the GBV Guidelines Reference Group, among others.
  • Contribute to the preparation of advocacy, communication and information materials in relation to UNICEF GBViE efforts to promote awareness, establish partnerships/alliances and support fundraising for programme interventions.
  • In collaboration with the GBV Guidelines Reference Group and Interagency Coordinator, define the strategic priorities, policies and direction for GBV risk mitigation at the global level.

GBViE-related innovation and knowledge management

  • Keep abreast of and research trends and good practices in relation to GBViE to ensure comprehensive data is available to guide UNICEF’s strategic policy, advocacy and guidance on programme development and implementation.
  • Promote critical thinking, innovative approaches and good practices for sustainable programmes to address GBViE through advocacy and technical advisory services.
  • Oversee select UNICEF-led GBViE research initiatives and act in an advisory capacity for relevant research projects led by partner institutions.
