The purpose of this UNV assignment is to support UNICEF child protection manager responsible for VACW and harmful practices prevention and team to enhance a more coordinated response to violence against children and women, child marriage and child labor among other harmful practices; the UNV needs to support the creation of stronger linkages within the two main drivers of change identified which are adolescent participation and family strengthening. The UNV needs to support EU funded project with effective coordination of Ministry of Women and Children Affairs (MoWCA), Ministry of Social Welfare (MoSW) and other key governmental and non-governmental partners like Ministry of Youth and Sport, Ministry of Health and Population and Ministry of Education as relevant.

The UNV will provide technical support to develop work plan, program and progress monitoring, monitoring and evaluation especially support to MoWCA and the team to implement the program following donor compliances with effective coordination, communication to prevent violence against children and women and harmful practices in Bangladesh. Excellent English writing skills are a requirement due to the high number of reports and proposal expected.

Within the delegated authority and under the supervision of Child Protection Specialist- P4 or his/her designated mandated representative(s), the UNV Child protection Officer will:

• Support CP manager P4, pillar Lead on Harmful Practices and Violence Prevention on EU funded national program coordination both internally and externally in alignment with UNICEF child protection strategy and relevant documents. • Support pillar Lead on donor management, monitoring, reporting and fundraising efforts. • Represent Harmful Practices, Ending Child Marriage, etc. in intersectoral meetings internally and externally. • Ensure Violence against children and women (VACW) family strengthening overarching strategy is in place and implemented. • Develop donor proposals, donor reports, concept note and strategy notes in the area of VACW. • Provide technical support to the roll out and quality implementation child protection resource packages, including Positive Parenting, Online Safety, COVID-19 handouts, End Child marriage, Gender Based Violence (GBV), Violence against Children and Women (VACW), use of toll-free child helpline (1098) to- i) MoWCA including Bangladesh Shishu Academy (BSA); ii) Division of Women Affairs (DWA) field officials. • Develop different analytical presentation, dashboard for the donors, government and other stakeholders as required. • Provide supports in establishing children and adolescents’ online protection. • Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

• As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: • Monthly analysis of budget expenditures according to donor conditionalities • Monitoring of quality and timely implementation as per the signed Rolling Work Plan with relevant Ministries. • Documentation, event completion, report preparation and action points follow up of internal and external coordination meetings with donors, stakeholders or internal meetings with other sections. • Database with beneficiaries and results achieved with children and adolescent clubs; Bangladesh Shishu Academy, Adolescent Friendly corners, Public schools, etc. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Child Protection, Violence and/or harmful practices Prevention, Program planning and Advocacy; experience with Policy Development and leading inter-agency coordination platforms will be an asset, as is experience working in the UN or other international development organization; • Relevant experience and expertise with comprehensive Child Protection programs, development of technical modules, strategies on child rights and child protection. • Experiences in leading coordination platforms with multiple stakeholders, especially donors and or organization’s inter-sections. • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete) • Sound security awareness; • Have affinity with or interest in child protection, volunteerism as a mechanism for durable development, and the UN System.

Dhaka is located in central Bangladesh along the Buriganga River. Not only is it the capital city, but it is also the largest in the country. It is the centre of political, cultural, and economic life in Bangladesh. The official language is Bengali, while English is the working language of UN Agencies. In recent decades, Dhaka has seen the modernization of services, communications, and public works. The city is attracting large foreign investments and greater volumes of commerce and trade. It is also experiencing an increasing influx of people from across the nation; this has reportedly made Dhaka one of the fastest-growing cities in the world. Good English-speaking medical, dental services, and educational centres are available for internationals. Dhaka is connected to other cities by rail, road, and by air and internationals can move easily from one city to another.

Dhaka has venerable green spaces, including many gardens and parks, historical places, and nice restaurants. The weather is tropical - hot and very humid during the summer monsoon season (April-September) and drier and cooler in the winter (October-March).

Historically, Bangladesh has been a safe country for internationals so far. While Dhaka is not categorized as a hardship station, the volunteer should be prepared for limitations in freedom of movement on foot, by public transport, and to certain locations.
