Democratic Republic of Congo

In spite of its vast physical size and limitless natural resources, the Democratic Republic of Congo (DRC) is one of the poorest countries in the world, ranking 176th out of 188 countries in the 2015 human development report. Child poverty is widespread, particularly in conflict-affected and hard-to reach areas. According to a recent UNICEF study, 80 percent of children aged zero to 15 years old experience at least two major child rights deprivations. Despite sustained growth in recent years, the size of DRC’s economy remains far too small to provide enough government revenue to meet the basic needs of the population, children in particular. Since 2016, political instability, the persistence of conflicts in Eastern DRC and a sharp fall in global commodity prices have been aggravating factors.

DRC is one of the over 190 countries and territories around the World where UNICEF works to overcome the obstacles that poverty, violence, disease and discrimination place in a child’s path.

How can you make a difference to UNICEF in DRC?

**Purpose of the Position*****:***

Under the direct supervision of the Chief Child Protection Section, the Child Protection Officer will support the formulation, design, implementation, and monitoring and evaluation of the birth registration component of the Child Protection programme nation-wide. More specifically, the successful candidate will be responsible for the management and coordination – at provincial and national level – of all exercises related to a 3-year project on the right to identity and birth registration including providing technical expertise, formulating strategies and guidance, managing internal and external implementation partnerships, budget allocation and planning, reporting to donor, as well as networking with other donors in the sector of Civil Registration and Vital Statistics.

Main Responsibilities:

1. In collaboration with the direct supervisor and M&E Specialist, design, prepare, implement, monitor and evaluate birth registration programme activities as defined in the annual work plan

2. Provide technical support and guidance to support the strengthening of the birth registration system with a view to ensure that more children are registered at birth and retain their birth certificates throughout the DRC:

  • To field UNICEF colleagues for the elaboration of cooperation agreements with implementing partners, ensuring compliance with national orientations, through remote guidance and field visits.
  • To key partners, including the Ministry of Interior as well as the Division of Interior in Kinshasa, the Ministry of Justice and Human Rights, the Ministry of Health, and the Ministry of Social Affairs.

    3.Prepare programme status reports, donor reports, programme analysis, annual reports, etc. as required

    1. In collaboration with the communication section, ensure the visibility of birth registration activities and foster innovative approaches on child participation to increase the demand on birth registration

    2. Represent UNICEF in meetings with Government as well as multi-lateral and bi-lateral agencies, donor coordination meetings, to strengthen coordination with all relevant actors in the area of civil registration

    3. Carry out any other tasks as necessary, in concertation with the immediate supervisor and section chief.

Minimum Qualification:

Required:

  • Master’s degree in Social Science, preferably in Child Protection, International Law, social/child welfare, social work, or related technical field.
  • 2 years of professional work experience in child protection, including international work experience in the field of development, liaising with multiple stakeholders including governmental partners and other UN agencies/NGOs.
  • Experience in managing large scale projects and budgets, preferably on birth registration
  • Advanced technical knowledge of theories, principles and methods in the following: child protection systems approach, Civil Registration and Vital Statistic, child protection M&E, system strengthening.
  • Fluency in French and English is essential.

Desirable:

  • One year experience working in central Africa. Previous experience in DRC will be considered an important asset.
  • Experience in providing remote technical support to field counterparts.
  • Knowledge of UNICEF environment and procedures, HACT procedures, and understanding of the constraints of working in a developing country.
