UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Child Protection Officer (NO 2), The Child Protection Officer will provide coordinating support to the section in the implementation of Project SAFE and the SaferkidsPH Programme. The Officer will primarily be responsible for providing technical and coordination support for CP programme design, implementation, and monitoring, specifically on children and adolescent participation and strengthening of child online protection programme. The Officer prepares, and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation of the Child Protection Outcome results under Outputs 1 and 3 of the Philippine Country Programme.

The Child Protection Officer (OSAEC) will have the following duties and responsibilities:

  1. Support timely and efficient implementation of the outcomes of Project Safe and C-Surge programmes in relation to Child Online Protection, Child Participation, and Advocacy and Communications.
    • Lead and design the implementation of a digital literacy and protection programme for children and adolescents in Project SAFE supported sites
    • Provide technical support in the design and implementation of national advocacy caravans to disseminate support the implementation of child protection laws with the Child Rights Network focusing on sexual violence
    • Provide technical support in the development and implementation of a social and behavior change strategy to address the issue of sexual violence and child marriage in UNICEF supported sites
    • Support the communication and advocacy requirements to implement Project SAFE based on guidance from the End Violence team
  2. Support the mainstreaming of child participation in child protection programming.
    • Provide technical support in the development of child protection systems strengthening strategy to be undertaken pursuant to the Evaluation Management Response and ensure prominence of Child Participation as an approach and strategy in child protection programming.
    • Lead the implementation of the SaferkidsPH Youth and Adolescent Strategy and Action Plan
    • Represent CP in the Philippine Country Office Adolescent Task Force
    • Support relevant government partners in the efforts to mainstream child participation in critical decision making and policy making particularly the development of the National Plan of Action for Children.
  3. Work with the Communications and Child Protection sections to plan and accomplish advocacy priorities identified to keep children’s issues high on the public domain
    • Support the implementation of the advocacy and communications plans of the section of the Philippine Plan of Action to End Violence Against Children and the SaferKidsPH programme, particularly during Safer Internet Month, World Day Against Trafficking, and National Children’s Month.
    • Ensure quality liaison with other relevant internal and external sectors such as PFP, Comms, CRB, Child Rights Network, and Government partners.
  4. Support the section in the implementation of a private sector engagement strategy that will contribute to its targets on advocacy and fundraising.
    • Design public advocacy initiatives that are aligned with and support resource mobilization as part of the UNICEF Philippines private sector funding in-country within the larger framework of resource mobilization
    • Support the development of proposals to be submitted by the section on child protection systems strengthening to private sector partners and potential donors
    • Conceptualize celebrity, UNICEF GWA, and influencer engagement plans, in coordination with PFP, with the private sector
  5. Provide technical inputs and contributions on CP, VAC, COP, and other related topics in meetings or events of UNICEF or partner stakeholders

To qualify as an advocate for every child you will have…

  • A University degree in any of the following: political science, public administration, sociology, psychology or related fields.
  • Minimum of two (2) years of professional experience in some or all of the following areas:

    • Child protection
    • Adolescent development and participation
    • Prevention of harmful practices
    • Policy advocacy
  • Fluency in English and Filipino is a requirement, both oral and written.
