The Child Protection programme endeavours to address the social norms and behaviours that condone violent and discriminatory practices; inadequate, and uncoordinated services; poor legal protection; and weak implementation of laws. The programme supports the development of a strong human-rights based child protection system that facilitates development throughout the lifecycle. The programme focuses on institutional strengthening and delivery of quality services that build just and secure systems of protection with a focus on urban settings where children’s access to justice is weak, impunity prevails, and violence is high. Furthermore, violence prevention efforts are embedded with positive alternatives to violence through the integration of communication-based programmes and sports for development which includes music, sports, art, & dance.

The Child Protection Officer leads Child Protection Section, including the direct supervision of a Child Protection Officer NOA (Spotlight Initiative), a Child Justice consultant, and a Project Assistant consultant.

How can you make a difference?

Scope of Work

  • The Child Protection Officer (NOB) will be responsible for the delivery of agreed upon outputs and will serve as the primary responsible person for the programmatic results of the Country Programme outcome “Safety and Justice for Children”), supervising the implementation of the respective Rolling Work Plans and Small Scale Funding Support Agreements with government and Civil Society partners. These include:
  • Support ongoing activities related to the Access to Justice Reform, such as national diversion programme, legal aid feasibility, juvenile justice legislative reform, and awareness raising activities for legislation that protects children from exploitation and abuse;
  • Support the implementation of work linked to migration, including coordination of mobile provision of services (“mobile clinics”) for migration, gender-based violence response in migrant communities;
  • Support the implementation of the Spotlight Programme. This includes serving as the Spotlight focal point for UNICEF including supporting the coordination space for Spotlight. This also includes supervision of both the Spotlight Officer and Technical Coherence Consultant for Spotlight;
  • Work closely with the Early Childhood Development (ECD) Technical Working Group to support the roll-out of the Care for Child Development strategy (CCD) with focus on the violence prevention components of the CCD strategy;
  • Support Ending Violence Against Children activities, this includes supporting partners in the delivery of key messages in communities, development of key messages for parents and teachers, providing technical support to the Child Protection Taskforce, and providing oversight to activities taking place under the Sustainable Child Friendly Municipalities Initiative;Provide support to the development of the new UNICEF Belize Country Programme (2022-2026), including leading the consultations with child protection partners, UN agencies working on protection;
  • Provide support to the development of the Country Office Annual Report;
  • As mentioned, supervise the team working in child protection.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in international development, human rights, psychology, sociology, international law or other social science field is required.
  • A minimum of 5 years of relevant professional experience in social development planning and management in child protection and other related areas at the international level and/or in developing country is required. Relevant experience in child protection and related areas, program/project development and management in a UN system agency or organization is an asset.
  • Experience in both development and humanitarian contexts is an added advantage.
  • Experience in Belize or the Caribbean is also an advantage.
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
