For every child, early moments matter

Gender-based violence (GBV) is one of the most widespread, persistent and devastating human rights violations impacting negatively to the desired fulfilment of women’s and girls’ empowerment and development, and therefore a threat to the achievement of the Sustainable Development Goals. While there have been efforts to address and eliminate Gender Based Violence (GBV) and Harmful Practices (HP) in Afghanistan, progress remains slow and uneven, with fragmented approaches. It is clear that the elimination of all forms of GBV and HP is intrinsically connected to transformation of gender and socio-cultural norms for GBV prevention through improved access to integrated GBV services especially for girls and women.

In response to this, the European Union and the United Nations initiated the Spotlight Initiative, a global partnership between the United Nations (UN) and the European Union (EU) focused on efforts to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. The initiative comes with the highest level of commitment globally as it will be governed by the UN Deputy Secretary General and the Vice President of the EU Commission. The Initiative provides a model under UN Reform for partnerships among key players encompassing participating countries, development partners, civil society, and thew UN to deliver on the SDGs in a comprehensive manner leveraging comparative advantages and expertise of various Agencies.

In Afghanistan, UNICEF will be one of the UN Agencies (alongside UNDP, UNFPA and UNWOMEN) overseeing the implementation of the Spotlight Initiative, including provision of technical assistance for the implementation of this programme to our selected partners.

UNICEF Afghanistan is therefore looking for a Child Protection Officer-GBV, to support with the implementation of the GBV prevention and response activities under the EU spotlight initiative programme and to support GBV in all CP programme components. The Child Protection Officer-GBV will work under the direct supervision of the UNICEF Child Protection Specialist in close collaboration with UNICEF Afghanistan Gender programme Officer who is the lead focal point for Spotlight in UNICEF.

Job Purpose:

The Child Protection Officer-GBV will be responsible for implementation of GBV interventions component - mainly for adolescent girls under spotlight Initiative in collaboration with other elements of the spotlight initiative, ensuring that the interventions are implemented in the context of the delivering as one and based on the national development processes and frameworks related to the Gender Based Violence (GBV) Strategy and youth and adolescent programming.

Summary of Key functions and Accountability:

The incumbent will be responsible for supporting the Team to roll out GBV related activities under the spotlight initiative and specifically to perform the following key functions:

  • In collaboration with relevant sections (Gender Unit, Health section, C4D and Youth and adolescents unit) contributing to the design and implementation of the Spotlight Initiatives- GBV interventions in the target provinces, in line with UNICEF procedures and mandate areas
  • Lead the roll out and implementation of GBV prevention and services for adolescent girls survivors of GBV
  • Support to develop guidance notes on GBV implementation in through static and mobile services for use by implementing partners
  • Ensuring appropriate monitoring and oversight mechanisms and systems are established and implemented for GBV programme component.
  • Facilitate learning and exchanging of experiences among programme stakeholders; Consolidate lessons learned and key outcomes.
  • Contribute to the briefs and inputs on Spotlight activities – GBV related for policy dialogue, technical assistance coordination, and development frameworks.
  • Assisting in implementing knowledge management GBV strategies to capture lessons learned and best practices, sharing these with management for future planning supporting training needs of project personnel
  • Support with Grant Management and resource management of the CP component of Spotlight
  • Represent UNICEF in GBV sub-cluster

To qualify as an advocate for every child you will have…

Education:

University Degree in Gender studies, Social Work, Human rights or closely related fields directly related to the substantive area outlined in the job description of the post is required.

Knowledge and Experience:

  • 2 years of increasing responsibility and professional experience in programme management and development relevant to GBV including experience with GBV prevention, caring for child survivors
  • Substantive knowledge and practical experience in GBV, Gender integration and adolescent girls programming
  • Demonstrated experience with the design and delivery of GBV including developing and utilizing context specific GBV and adolescent programming tools and guidance
  • Knowledge of results-based programme management experience with particular focus on project planning and capacity building
  • Experience in programme and/or technical assistance with the UN System or with European Union (EU) or similar development partners will be an added advantage
  • Field experience is required
  • Fluency in English including, Dari or Pashto is required
