UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Chief of Child Protection (CP), this post will be responsible in providing technical assitance to the realization of the CP Humanitarian Action three global commitments that supports key Philippine national initiatives i.e.:

  1. Cluster-lead to Child Protection sub-cluster in humanitarian response through the National Child Protection Working Group (NCPWG), as well as Child Protection technical advisory role in the country office’s Emergency Management Team (EMT);
  2. Technical secretariat to the national-level implementation of the Monitoring and Reporting Mechanism (MRM) on grave child rights violations, overseeing the operations of the UN Country Task Force on Monitoring and Reporting (CTFMR); and
  3. Country-office technical oversight for the portfolio on Protection against Sexual Exploitation and Abuse (PSEA ).

The incumbent will have the following tasks and responsibilities to realize the deliverables as outlined in the Terms of Reference as attached.

1. Support the EMT functions for Child Protection and NCPWG sub-cluster coordination

2. Provide oversight support to MRM verification officer

3. Provide oversight support to the PSEA portfolio

To qualify as an advocate for every child you will have…

  • A university degree is required in social work or social science, law, human rights, social policy, psychology or other fields related to social development and humanitarian work. An advance university degree is preferred.
  • A minimum of two (2) years of professional work experience in both at national and overseas with an international NGO and/or Civil Society Organizations in emergency context and significant exposures in the Protection sector and/or DRR. More relevant experience in this area of work is considered an asset.
  • Extensive professional experience in the field of capacity-building work, designing and developing training programs for service providers at national and international organizations and addressing capacity-building requirements in development and emergency/humanitarian operations including training program design, management, implementation, monitoring and evaluation
  • Fluency in English is required.
