UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Child Protection (CP) Specialist, this post will be responsible in providing professional technical, operational and administrative assistance throughout the programming process for the Monitoring and Reporting Mechanism (MRM) that was formally established to provide focused attention on the plight of children affected by armed conflict. The MRM generally aims to prevent occurrences and trigger immediate response to grave child rights violations. It includes the three vital components of monitoring, reporting, and response.

The incumbent will have the following tasks and responsibilities to realize the deliverables:

1. Technical review and field verification of 2022-2023 cases of grave child rights violations:

  • Coordinate and conduct interviews of children-victims and/or their families, and secondary sources of information, to validate monitored incidents affecting children in situations of armed conflict.
  • Undertake monitoring field missions in conflict-affected areas.

2. Prepare individual case files of verified grave child rights violations and update MRM database:

  • Draft, review and finalize case narratives for uploading in the internal database.
  • Manage the MRMIMS+ (Primero) including upcoming release of MRMIMS+ v2

3. Monitor development and facilitate referral of verified cases to appropriate agencies for response on grave child rights violations:

  • Advocate and provide technical assistance to government agencies and Congress to strengthen protection of children affected by armed conflict, in line with Republic Act 11188, Children in Situations of Armed Conflict (CSAC) Law.
  • Technical support in the engagement in dialogues with parties (armed forces and groups) to conflict to prevent grave violations, including the implementation of the UN-AFP Strategic Plan.

4. Assist in building the national MRM technical and human resource capacity:

  • Assist in the management of partnership agreements with CSOs on children and armed conflict.
  • Technical support in the regular coordination and meetings with country taskforce technical working group in Mindanao and Manila.

5. Provide analytical and statistical support for the preparation of MRM report:

  • Input and update complete and aggregated quarterly MRM data in the internal database.
  • Preparation of quality and timely quarterly reports (GHN), country reports and contributions to the Secretary-General (SG) annual report to the Office of the SRSG on Children and Armed Conflict.
  • Support coordination with the Office of the SRSG on Children and Armed Conflict and UNICEF HQ in the submission and finalization of reports

Additionally, the staff member will be expected to:

  • Provide technical advice on the MRM to UNICEF CP Chief to support UNICEF’s role as MRM country taskforce cochair.
  • Support coordination between the MRM and all other programs within the UNICEF CP Section.
  • Contribute to UNICEF’s advocacy strategy on child protection and children’s rights as requested by CP section chief.

To qualify as an advocate for every child you will have…

An advanced university degree in social work or social science, law, human rights, social policy, psychology or other fields related to social development and humanitarian work.

****A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.*

  • A minimum of 5 years combined experience with an international NGO and/or Civil Society Organizations in emergency context and significant exposures in the Protection sector preferred.
  • Understanding of Philippine socio-political context, Child Protection system in the Philippines, knowledge of human and child rights would be essential.
  • Experience in conducting field research and advanced skills in the documentation of human rights violations would be an advantage.
  • Willing to travel in remote and conflict-affected areas.
  • Fluent in English and knowledge of Filipino languages an asset.
  • High level of writing and communication and computer skills.
