UNICEF Program Group is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, the candidate will be required to agree on working hours with the Hiring Office, which may require inclusion of all or some of the NYHQ core working hours (10AM-4PM).

Stronger positioning of the UNFPA-UNICEF Global Programmes on Child Marriage and FGM as a knowledge broker for effective programming on the elimination of child marriage is a priority for both institutions - and is addressed as a challenge of the Programmes in the external evaluation. In order for the Global Programmes to their actions on the best evidence available, to learn from experience and share what they learn with the broader development and humanitarian community, the Child Protection Specialist position with a focus on a knowledge management is being established.

The Child Protection Officer will be part of the Prevention of Harmful Practices Unit. Under the overall guidance of the Associate Director Child Protection Programme Team and direct supervision of the Senior Adviser Child Protection, and within the context of supporting the achievement of the Sustainable Development Goals, UNICEF Strategic Plan, UNICEF Gender Action Plan, UNICEF Child Protection Strategy and the UNFPA-UNICEF Global Programme on Child Marriage and FGM, the Child Protection Officer supports the Child Protection Programme Team on the implementation of the Knowledge Management Strategy for the Programme and other initiatives to end child marriage and FGM.

This is a NYHQ-based position with frequent international travel to regional and country offices, international conferences, workshops and seminars.

You will implement the knowledge management strategies for the Global Programmes on Child Marriage and FGM in addition you will support the implementation, monitoring and reporting of progress against the knowledge management strategy within the Section and across participating offices for UNICEF and UNFPA. You will be providing technical guidance and programme management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable contributions to efforts in creating a protective environment for children against all harm and protecting their rights to survival, development and well-being as established under the Convention on the Rights of the Child, international treaties/framework and UN intergovernmental bodies.

You will also contribute to the achievement of concrete and sustainable programme/project results according to plans, budget allocation, results based-management approaches and methodology, and UNICEF’s Strategic Plans, standards of performance and accountability framework.

How can you make a difference?

Implementation of Knowledge Management Strategies for the Global Programmes on Child Marriage and FGM.

  • Ensure that the existing mechanisms for implementation of the strategies are well understood and properly applied by all programme staff participating in the Programmes.
  • Drive the identification of existing knowledge gaps on child marriage and FGM programming and prioritizes actions to close them.

Knowledge capturing for the Global Programmes on Child Marriage and FGM.

  • Develop, in collaboration with the respective programme sections, regional and country teams, summaries, synthesis, fact sheets, and briefs, based on completed reports for use by a broad range of stakeholders.
  • Collate existing knowledge on child marriage and FGM – quantitative data, as well as qualitative research, to provide a regular update about children affected by these harmful practices.
  • Contribute to capturing of internal knowledge through documentation of practices and lessons learned, in collaboration with other sections.

Knowledge organizing and sharing for the Global Programmes on Child Marriage and FGM.

  • Establish and manage a consolidated system with validated data on child marriage and FGM, disaggregated to the extent possible, with easy-to-generate country-specific or thematic profiles.
  • Establish, in consultation with Communications and IT sections a warehouse or identifies alternatives for easy access to knowledge products for child marriage and FGM produced both by UNICEF and external stakeholders.

Support to knowledge generation capacity strengthening for the Global Programmes on Child Marriage and FGM.

  • Liaise with knowledge institutions on the latest research and studies on child marriage and FGM and ensures that reports/products are broadly disseminated.
  • Maintain a roster of experts (individuals and institutions) who can implement a quality evidence/knowledge generation work relevant to the Global Programmes on Child Marriage and FGM.
  • Provide other necessary support to country offices, region offices and partners on knowledge management.

    To qualify as an advocate for every child you will have…

  • A university degree (Master’s higher) in international development, human rights, psychology, sociology, international law, social science field is required. and/or related field is required.

  • A minimum of two (2) years of relevant progressively responsible professional experience at the national or international levels in knowledge management in child protection and/other related areas is required.
  • Prior relevant experience in child protection and related areas and in programme/project development in a UN system agency or organization is an asset.
  • Prior experience in both development and humanitarian contexts is an added advantage.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
