The humanitarian situation in Pakistan has deteriorated since the monsoon season due to unprecedented flooding, especially impacting already vulnerable populations. Compounded by the political volatility, economic deterioration, the residual impact of COVID-19 and the protracted nutrition emergency, with high rates of global acute malnutrition (on average 23 per cent in the districts most affected by floods), children have been pushed to the brink. During the monsoon season, rainfall was equivalent to nearly 2.9 times the national 30-year average, causing widespread flooding and landslides with severe repercussions for human lives, property, and infrastructure. An estimated 20.6 million people, including 9.6 million children, need humanitarian assistance. To date, 94 districts have been declared ‘calamity hit’ by the Government of Pakistan. Many of the hardest-hit districts are amongst the most vulnerable districts in Pakistan, where children already suffer from high malnutrition, poor access to water and sanitation, low school enrolment, and other deprivations. In mountainous and high altitutude areas of Pakistan, many also affected by the floods, have received snowfall and temperatures have fallen below 0 celcius, particularly in the northern and northwestern parts of Pakistan including Khyber Pakhtunkwa (KP), Gilgit Baltistan (GB), Pakistan Administered Kashmir (PAK) and northern Balochistan. The coldest place in Pakistan usually are the glacial parts of GB, where in winters the average temperature remains below -20. Currently, as per Pakistan Metrological Department, mainly cold and dry weather is expected in most parts of the country, while very cold weather is expected in northern areas of the country (KP, GB, and PAK) and northern Balochistan.

UNICEF Child Protection section aims to ensure that all children and adolescents, are better protected from all forms of violence, abuse, exploitation, neglect and child marriage including in humanitarian situations, through evidence-based, gender-responsive, prevention strategies with a focus on equity and a systems approach, to reduce child protection violations, including child marriage and transform harmful social norms

The overall objective of the UN Volunteer will be to contribute to evidence generation and data management to support the programme on prevention of child protection violations. Under the supervision of the Chief, Child Protection Section and in coordination with the Child Protection Specialist, the Child Protection Officer will be responsible to: • Assists with daily monitoring of traditional media on child protection issues, including related to humanitarian situations in the country; develop a database to organise information and systematically share insights with the child protection team. • Contributes to the social listening pilot on child protection issues including related to humanitarian situations in the country; closely monitoring and provide guidance to strengthen the pilot; systematically share insights on what people are talking about via social media on child protection issues. • Supports regular humanitarian situation reporting in the country, by analysing media, reports from implementing partners, CP AOR coordination meeting minutes and other relevant sources . • Supports a review of successful models for engaging adolescent girls and boys via social media for the prevention of violence, including in humanitarian situations. • Supports a review the adolescent champion model and co-develop guidelines aligned with UNICEF guidance on adolescent engagement in humanitarian settings. • Supports the collation and review available structured PSS and life-skills programmes in Pakistan that aim to prevent violence, especially in humanitarian and conflict settings. • Contribute to the development of donor proposals and contribute to resource mobilization efforts. • Any other tasks as may be required or assigned by the supervisor

• A university degree in social sciences, project management, international development, development economics, or other relevant degree. • A minimum of three years relevant professional work experience in programme development and implementation including field monitoring. • Field work experience shall be considered as an asset. • Fluency in English required. Knowledge of the local working languages of the duty station is essential. • Duty station is Islamabad with travel to various parts of the country. Ready to travel to project locations in remote areas of the country. • Sound writing, facilitation, and organizational skills. • Adhere to the Child Protection Policy, Safeguarding policy and Code of Conduct. • Skills in planning, monitoring and reporting, as well as problem solving preferred. • Ability to work individually and within a team. • Able to communicate clearly and strategically with internal and external stakeholders as a representative. • Computer knowledge - Microsoft Word, Excel, powerpoint

As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station.

Assignment remarks: This is a national UNV assignment and a Volunteer Living Allowance (VLA) of PKR 106,180 is provided monthly to cover housing, utilities and normal cost of living expenses. Life health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
