Org. Setting and Reporting This position is located in the Policy and Best Practices Service (PBPS) of the Division of Policy, Evaluation and Training (DPET) in the Department of Peace Operations (DPO). The Child Protection Officer reports to the Team Leader of the Child Protection Team and works in close coordination with the Conflict Related Sexual Violence and Protection of Civilians teams in the protection pillar.

DPO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations.

The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of United Nations peacekeeping. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners.

Responsibilities Within delegated authority, the Child Protection Officer will be responsible for the following duties:

  • Gathers, selects and analyses information on child protection contained in communications and publications received from different sources.
  • Maintains up-to-date knowledge of events relating to political issues, in general, and in particular as they affect the implementation of the Department of Peace Operations (DPO's) child protection mandate and the Children and Armed Conflict agenda of the UN Security Council.
  • Keeps abreast of latest trends and developments in the area of assignment and timely provides inputs to senior officials and colleagues in missions and elsewhere in the Secretariat, including through data visualization, statistics and info graphics.
  • Monitors political developments at the international, regional and national level and provides advice to DPO leadership and field missions on their impact on the implementation of the child protection mandate in peacekeeping.
  • Provides technical and substantive back up in the implementation of DPO's children protection mandate, including through the organization of workshops and seminars.
  • Supports the development, review, roll-out and evaluation of DPO policies, guidelines and training materials on child protection, including through organization of workshops and seminars.
  • Prepares various written outputs, e.g. draft background papers, analysis, documenting lessons learned and best practices, sections of reports and studies, inputs to publications, info graphics, etc.
  • Coordinates and works closely with PBPS’ Conflict-Related Sexual Violence, Protection of Civilians and other relevant teams in the development of cross cutting guidance on protection issues and approaches in DPO.
  • Maintains productive working relations, and liaises on a regular basis, with other sectors of the UN (e.g. OMA, PD, DPPA, OSRSG-CAAC, UNICEF), international and regional organizations and Member States on child protection coordination, training and policy matters.
  • Monitors actions taken by intergovernmental groups, UN entities, Member States and non-governmental organizations, and liaises constructively with the relevant stakeholders accordingly.
  • Participates in fact-finding, assessment, support and other missions to countries within assigned area of responsibility.
  • Prepares meetings of the SG/DSG/USG with officials from countries and organizations under the Organization's purview.
  • Performs other related duties as required.

    Education Advanced university degree (Master's degree or equivalent) in political science, international relations, human rights, humanitarian law, law, or other related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in international human rights and humanitarian law, political science, international relations, law, disarmament, security, conflict resolution or related area is required.

    At least one year of field experience in child protection with an international field mission, an international agency, fund or programme or another international or non-governmental organization is required.

    Experience in liaising and/or advocating with Member States and/or experience in policy and guidance development is required.

    At least one year of experience on data analytics and visualization is highly desirable.

    Languages The working languages of the UN Secretariat are English and French. Fluency in English and French (both oral and written) is required; fluency in a third UN official language is highly desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
