- Have an affinity with or interest in child rights and volunteerism as a mechanism for durable development and the UN System.
- Knowledge of child protection systems is an asset.
Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
The Government of Rwanda, through the Ministry of Gender and Family Promotion (MIGEPROF) and the National Child Development Agency (NCDA), is committed to strengthening its child protection system to ensure all children are protected from violence, exploitation, neglect, and abuse. As part of this effort, NCDA currently operates multiple information technology systems for child protection, alongside a reporting platform for community-based child protection volunteers. To improve efficiency, coordination, and information sharing, the Government plans to consolidate these systems into a single integrated Child Protection Case Management Information System (CPCM IMS), likely using the Joget low-code platform recommended by the Rwanda Information Society Authority (RISA). This initiative is central to the roll-out of the Child Protection Case Management (CPCM) Framework, launched in 2023, which aims to standardize case management practices across the country. The CPCM Roll-Out Strategy for 2025 includes piloting standard operating procedures and tools in all provinces and Kigali City, engaging district authorities, and ensuring the quality adoption of CPCM by Child Protection and Welfare Officers (CPWOs). UNICEF Rwanda will support the Government in developing and implementing the CPCM IMS, ensuring it effectively supports case management, data reporting, and monitoring. To achieve this, UNICEF seeks to recruit a Child Protection Information Management Officer to provide technical expertise in system design, integration, and implementation, working closely with MIGEPROF, NCDA, and other partners to deliver a fit-for-purpose, sustainable solution.
Under direct supervision of Child Protection Specialist, the UN volunteer will be embedded within the National Child Development Agency (NCDA) and undertake the following tasks: • Support the internal IT team as well as the NCDA Child Protection team in harmonizing the processes for improved system design for child protection functions. • Support the ongoing efforts to consolidate existing systems and will initiate the process of automation of Child Protection Case Management • Analyse the existing Inshuti Z’Umuryango (IZU) reporting system which is built in PHP Code Ignitor and propose a new architecture replicating all implemented functionalities and based on the capabilities of the above-mentioned Open-Source Platform. (“Joget”) • Resolve any ongoing challenges with the current IZU platform so that it can generate data required for reporting while other processes are taking place. • Gather and interpret needs for the improvement of IZU reporting system and propose an improved design. • Analyse the existing database for Most Vulnerable Children system and propose an implementation to merge it with IZU system. • Analyse the existing MIS for “children re-integrated into families” and propose an implementation to merge it with IZU system. • Analyse the requirements of the Child Protection Case Management System and propose a system design based on the capabilities of the preferred Open-Source Platform (“Joget”) and other systems. • Implement the Child Protection Case Management System in an agile framework starting by the deployment of basic features. • Analyse the Integrated Child Development Dashboard and propose an architecture to read and display relevant data from all the above child protection databases. • Develop related user manuals and training materials for the above systems and carry out end user trainings • Undertake any other tasks within the scope of this position as requested by the supervisor.

Kigali, the capital of Rwanda, has experienced remarkable rejuvenation and stability, evident upon arrival in the city. Kigali is considered exceptionally safe, with emergency numbers like 999 for police, 111 for fire fighters, and 112 for general emergencies, and 113 for traffic accidents. The UNV Programme offers monthly living allowance covering basic needs like housing, utilities, transportation, and communication. The purpose of the allowances and entitlements paid to UN Volunteers is to enable them to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service
