Cox’s Bazar is a high-profile emergency with significant protection concerns for children and women. The UNICEF Child Protection programme is part of a complex, interagency response where coordination, coverage and accountability are key. It is imperative that Child Protection is represented clearly and accurately, that resources are well-managed and that needs are covered. The ability to identify, map, assess, analyze, represent, report on, and use child protection data effectively is central to the good functioning of the programme. High quality, timely and accurate Information Management is central to the effective running of the Child Protection programme. Information Management covers a continuum that includes building the capacities of Government and NGO implementing partners to monitor and report, ensure free-flow of data and information between stakeholders, analyzing and using data for programme design and targeting, and collating and representing data for resource mobilization and reporting.

UNICEF’s Child Protection programme in Bangladesh seeks to strengthen the overarching child protection system in the country. The outputs of the programme are therefore national endeavors that all field offices, including Cox’s Bazar, contribute to. At the same time, UNICEF recognize the significant impact of humanitarian emergencies – including climate change – on children, and the role of UNICEF in humanitarian action is a major cross-cutting concern across all programmatic areas. With this framework, UNICEF’s Child Protection response to the Rohingya refugee crisis is not delivered as a stand-alone project but in line with national strategic goals. UNICEF’s response also aligns with the interagency approach to meet the needs of Bangladeshi host communities in two upazila (administrative units) in Cox’s Bazar District. The impact of the refugee influx on host communities is considerable, and further exacerbates the pressure on the social welfare architecture to meet the needs of all children in the country.

The Child Protection Information Management Officer (IMO) will collect, manage and provide timely and accurate information for/to the UNICEF Child Protection programme in Cox’s Bazar and Bhasan Char. The IMO will be integral to the effective functioning of the Child Protection team at all stages of the programme cycle; providing technical expertise to, inter alia, data gathering, data analysis and data representation (mapping and visualization).

Within the delegated authority and under the given organizational set-up, the IMO will lead on Child Protection Information Management in Cox’s Bazar and will/may be assigned the primary, shared or contributory accountabilities for all or part of the following duties and key end-results:

• Lead the collection of data and information needed in UNICEF’s monitoring and reporting using an online platform (ONA), ensuring compliance and full engagement of all UNICEF partners in the plat-form and working closely with partners to ensure timely and accurate reporting

• Update and maintain a mapping of CP interventions according to, inter alia, donor funding and implementing partners

• Identify and analyze spatial and temporal coverage and gaps in CP programming based upon agreed data sources, with information disaggregated by age and sex, disability, and vulnerable groups.

• Maintain updated contact information of UNICEF CP partners and stakeholders as well as relevant partners from other sections.

• Provide technical IM advice and assistance to government and non-government partners as needed.

• Strongly support CP team with necessary data for donor proposals and reports, situation analyses, situation reports, periodic updates, etc., including through innovative and eye-catching data representation

• Build on and maintain IM approaches for collecting, analyzing and reporting on resource utilization and activities, including a strong link to internal and external knowledge management requirements

• Maintain and further develop IM tools and consider the use of innovative tools for data visualization including online mapping and dashboards as applicable.

• Use GIS and/or online mapping platforms for map production and geographic data management

• Manage an inventory (e.g. SharePoint folder) of relevant and up-to-date documents that would be useful for the CP programme and broader humanitarian situation

• Maintain strong inter-sector relationships for information-sharing

• Work closely with the IMOs of UNICEF’s other programme sections (e.g., Education, C4D, WASH, Health, Nutrition) on managing data from the field, such as 4W information, sector data collection and any other data source as relevant

Cox's Bazar is a district of Bangladesh and it is famous for fishing port and tourism. It is one of the most-visited tourist destinations in Bangladesh. The beach in Cox's Bazar is an unbroken 120 km (75 miles) sandy sea beach with a gentle slope, making it the second longest sea beach in the world. The climate of Cox's bazar is similar to the rest of the country. The climate of Bangladesh is generally determined by its location in the tropical monsoon region: high temperature, heavy rainfall, generally excessive humidity, and distinct seasonal variations. It is further characterized by the location in the coastal area. Historically Cox’s Bazar, like other parts of Bangladesh, is a safe place to live. Since August 2017, with the large scale Rohingya influx from Myanmar, Cox’s Bazar is seen as a district with a humanitarian crisis. Culturally Cox’s Bazar is very diverse and well-known for its traditional heritage. The communications systems in Cox’s Bazar is well developed and the district is well-connected with other cities. All the national mobile networks are operational in Cox’s Bazar. Walking within Cox’s Bazar city is only allowed during day time. Travel by rickshaw is also permitted within Cox’s Bazar only during day time. Cox’s Bazar has a domestic airport and is currently classified as a family duty station (Security Level 3-moderate; Hardship category-D).

The UN Volunteer will split their time between where they are based in the central town of Cox’s Bazar (generally Wednesday to Saturday) and staying closer to the Rohingya camps (Sunday to Tuesday) in accommodations provided for humanitarian workers (DSA to be provided for the latter). Accommodations are safe, clean and comfortable, but basic.

The UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
