The CPD 2018-2022 of the Burkina Faso CO was developed in 2017 and extended from year to year up to 2025. The nature and scope of strategies led to the current staffing structure of the CO and of the child protection section. However, since the start of the CPD in 2018, the situation has quite dramatically changed with the deterioration of the security situation reflected in a rapid increase of forced displacement of persons, often successive and pendulous, both within their own regions and in other parts of the country. While until 2019, only the Sahel and East regions were particularly affected, the security crisis continued to spread to other regions, particularly to the Boucle du Mouhoun, the Centre-East, the North, and the Centre-North with an increasing number of internally displaced people; the number raised, from 50,000 in December 2018 to 2,062,534 (58.50% of whom are children) and 36,791 refugees and asylum seekers (OCHA, 31 March 2023).

Under the guidance of the Chief of the Child Protection section, assists in the planning, implementation, coordination, monitoring, reporting, and evaluation of assigned project(s) for CPiE within the child protection section in Ouagadougou with frequent travel to the field.

How can you make a difference?

1. Assists national child protection authorities and provides technical advice, guidance and direction to government officials and other partners in the planning, implementation, coordination, monitoring, reporting and evaluation of assigned projects and activities within the child protection programme and sector at the national, regional, provincial and community levels.

2. Provides technical guidance and supports the CO to define the CPiE strategy and ensures the timely and quality CPiE response.

3. Provide oversight to child protection response activities in affected locations, ensuring linkages between the triple nexus humanitarian-development-peace.

4. Contributes to the programme management and evaluation through periodic meetings, programmatic visits, individually and with other sectoral team members.

5. Ensures information is exchanged and experience shared with other colleagues. Identifies new strategies and means of action to accelerate/improve service delivery and programme requirements and objectives achievement.

6. Provides technical assistance to the CPiE sub-group for the coordination of the sector’s response, continuous updating of stakeholder mapping as well as child protection data.

7. Assists Government authorities and Civil society partners at regional and local administration level to plan and organize training programmes for CPiE. Identifies training needs and objectives for capacity building, programme sustainability as well as promotion and advocacy.

8. Participates in the development of the section work plan for CPiE and ensures compliance with specific assigned objectives. Prepares project status reports for management Board, donors, budget review, programme analysis, annual reports, as well as for the monthly office SITREP, etc. Ensures the accurate and timely input of project information and the issuance of status reports for monitoring and evaluation purposes.

9. Undertakes field visits for programme monitoring and capacity reinforcement at the regional, community levels as well as conduct periodic programme reviews with government counterparts and other partners. Proposes and/or undertakes required action on operational procedures affecting project implementation and management.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Political Science, Social Sciences, International Cooperation, Law, Psychology, Humanitarian Assistance or other related fields, preferably with specialization in policy and development, Programme planning, monitoring and evaluation and/or CPiE. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five years of progressively responsible professional work experience at the national or regional level in CPiE, child protection humanitarian-development-nexus, programme management, monitoring and evaluation in a related field. Experience with the UN system preferably UNICEF.
  • Relevant experience in particular in organizing training, psychosocial support and child-friendly spaces, MRM, and Gender-based violence will be an asset.
  • Fluency in French and good working knowledge of English required.
  • Essential professional knowledge of Child Protection in emergency settings.
  • Essential Technical Knowledge of theories, principles and methods in areas of Child protection, CPiE, and Social Sciences.
