With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea, UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

How can you make a difference?

The assignment requires an International consultant in Child Protection in Emergencies and GBV in emergencies, to support the UNICEF Country Office and the Government in the preparedness and response to the emergencies in PNG related to violence and natural disasters such as drought, flooding, and earthquakes.

Scope of work:

Provide technical support and leadership on emergency related CPiE and GBViE prevention and response interventions and their implementation and monitoring.

  • Support the development of a CPiE and GBViE action plan based on comprehensive needs assessments, and engaging partners to manage the effective implementation of the plan.
  • Include quality assurance and coherence with UNICEF’s global level CPiE and GBViE Programming Framework and Resource Pack, as well as other global standards and guidelines and the UNICEF SP and GAP.
  • Ensure that the GBViE components of UNICEF programming will be fully in line with the CCCs, and that significant progress will be made.
  • Monitor and deliver results towards strengthening capacity at the Country-levels for addressing CPiE and GBViE through solid and grounded technical expertise and tools, and providing support for training to the field, and improving coordination, communication and information-sharing.
  • Serves as primary focal point for CPiE and GBViE related issues including support to multiple coordination forum, mainstreaming child protection and GBV prevention and response.

Sub Cluster coordination

  • Lead the CP-Sub cluster along with the NOCFS, support the preparation and implementation of the Child Protection and Gender-Based Violence humanitarian preparedness and response plan

Capacity Building

  • Develop a capacity building strategy, training materials and deliver training to the members of the Protection Cluster, CP sub cluster, and mainstream protection GBV risk assessment, prevention of violence against children and PSAE within the cluster system.
  • Communication/Awareness-raising: Develop/adapt IEC materials for CPiE, GBViE risk mitigation, prevention of Violence against women and girls.

CPiE programme implementation

  • Responsible for the management, implementation, monitoring, reporting of the programme documents developed with Implementing Partners related to Child Protection and GBV in emergency preparedness and response.
  • Support and lead the development of Community-based Child Protection mechanisms and MHPSS programs, as a critical intervention for Child Protection in emergency preparedness and response.

The assignment is for the duration of 11 months.

To qualify as an advocate for every child you will have…

  • Advance University Degree (Master or above) in Social Science, particular international development, human rights, psychology, sociology, international law, social work, or another relevant field.
  • Emergencies, is required.
  • Experience in both development and humanitarian contexts is required.
  • Demonstrated technical expertise in this area

Knowledge/Expertise/Skills required:

  • A minimum of 5 years of professional experience in Child Protection and/or Gender-Based Violence
  • Experiences in developing and delivering awareness/IEC
  • Experience developing and adapting training materials and conducting trainings
  • Experience developing organizational policies and procedures
  • messages/materials appropriate to local context
  • Interpersonal skills”: cultural sensitivity communication, facilitation
  • Experience in the prevention of GBV and implementation of PSEA is an asset
  • Experience working in a developing country and decentralized government systems is considered as an asset.
  • Proficiency in English
  • Relevant experience in program development in child protection-related areas in a UN system agency or organization is considered as an asset.

This position is an 11 months assignment and doesn’t give rise to a long-term permanent post with the organization.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
