PURPOSE OF THE POSITION

Under the direction and guidance of the Child Protection Specialist, the Child Protection in Emergencies (CPiE) Specialist will contribute to the Child Protection preparedness, contingency planning, and emergency response, as well as overall inter-agency CPiE coordination, in the context of the Afghan Refugee Influx.

The purpose of this assignment is to provide advanced technical support to UNICEF, the Child Protection Area of Responsibility (AoR) and partners to implement CPiE programmes and activities for Afghans. S/he will be expected to assess the existing CPiE programme and provide guidance, design, and develop CPiE interventions, including but not limited to the development, planning, implementation, monitoring, and evaluation of Mental Health and Psychosocial Support (MHPSS) interventions and protection measures for Unaccompanied and Separated Children (UASC). As a member of the Child Protection team, s/he will also contribute to Iran CO’s overall Child Protection in Emergencies programme, including linkages to CPiE preparedness and response in natural hazards e.g. earthquakes, floods scenarios.

KEY RESPONSIBILITIES

1. Contributes effectively and efficiently to Child Protection emergency preparedness, development, and update of relevant plans in liaison with the Child Protection AoR.

2. Supports national consultants in the development and implementation of a capacity-building plan on CPiE and MHPSS.

3. Provides technical and financial inputs to relevant proposals, reports, and other programmatic documents and ensures that funding, budget management, reporting, and field presence coordination are managed efficiently and effectively, with clear accountabilities.

4. Coordinates the Child Protection AoR, including through continuous, effective, and strategic communication, consultation with Government, UN agencies, NGOs, and donors in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitments for Children in Humanitarian Action and Minimum Standards for Child Protection in Humanitarian Action.

5. Leads and/or participates in needs assessment and other field missions in coordination with the Child Protection AoR and other relevant agencies and sectors, in order to determine priorities, gaps, and appropriate CPiE interventions by UNICEF.

EDUCATION

• An Advanced University Degree (Master’s Degree) in one of the following fields: social sciences and social work, law, psychology, pedagogy, public health, child rights, and relevant technical fields.

WORK EXPERIENCE

• A minimum of five years of progressively responsible professional work experience at the national and international levels in Child Protection. Experience in CPiE is essential. Experience in interagency coordination would be an asset.

• Experience in similar displacement contexts is desirable.

• Proven understanding of humanitarian and CPiE systems including cluster mechanisms, humanitarian competencies, and standards (Sphere Handbook, Minimum Standards for Child Protection in Humanitarian Action (CPMS), Child Protection in Emergencies Coordination Handbook, IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings).

• Experience in capacity-building on CPiE technical areas with a variety of audiences is desirable.

• Experience in programme design and proposal development and ability to secure funding from public and private funding sources.

LANGUAGES

• Fluency in English is required. Knowledge of another official UN language and Farsi/Dari/Pashtu is an advantage.
