Purpose of the post

Join our team to provide technical support for the implementation of the programme on prevention of and response to online child sexual abuse and exploitation. The assignment will include but not limited to providing technical support to the government of Ethiopia through several ministries and bureaus and supporting child protection manager to manage and coordinate the online safety programme in Ethiopia.

Key accountabilities, Specific Duties and Tasks

The consultant will work closely with the Ministry of Women and Social Affairs, Ministry of Justice, and the federal and selected regional police commission on the below mentioned key duties and tasks.

• Support the Ministry of Women and Social Affairs and other key ministries for development of OCSEA prevention and response strategy and plan of Action
• Support the Ministry of Women and Social Affairs and other relevant ministries for establishing and functioning a coordination mechanism on child online safety, which is linked to or part of other child protection coordination mechanisms;
• Support the Ministry of Women and Social Affairs, and other relevant ministries and bureaus in regions to implement interventions on child online safety as per their rolling work plans with UNICEF within the framework of child protection system strengthening.
• Support the relevant ministries and bureaus to identify the need to develop standards, guidelines, policies and legal reform issues in relation to online child safety and support the child protection manager for recruitment and managing high level expertise to develop the identified standards, policies, guidelines, SOPs etc.
• In close collaboration with UNICEF Communication, Advocacy and Policy Section, support development of IEC, communication/awareness raising materials on child online safety for children, adolescents, parents/caregivers, teachers, police, prosecution, judiciary, and social service workforce
• Support development training materials by engaging experts, and support the partners for delivery of the trainings to stakeholders such as police, prosecution, judiciary, social service workforce
• Provide support to the child protection manager for overall management of the online safety programme including reporting requirement in relation of the programme

Support the Government of Ethiopia to develop OCSEA prevention and response strategy and Plan of Action in line with international standards, including WeProtect National Model Response based on the findings of the Disrupting Harm Study and other available national, regional and global evidence

Monthly payment based on satisfactory performance and report on deliverables that is based on the detailed work plan developed with the supervisor within one week of the start of the assignment

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in law, human rights, social work, or in other related fields. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of 5[Five] years of relevant professional experience in at international level in Child Protection/ Violence against Children including experience online child safety
• Experience in developing plans of action, strategies, guidelines, and training materials on violence against children and/or related issues
• Excellent writing skills
• Training and facilitation skills
• Demonstrates a high level of proficiency in English (both verbal and written communication)
• Good analytical, negotiating, communication and advocacy skills.
• Excellent skills in negotiation and in working with people
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
