The position is in Shahat East of Libya

JOB OVERVIEW/SUMMARY: In response to the flood situation in Libya, the IRC launched an emergency program which aims to provide life-saving medical care and integrated protection services. Expanding its protection interventions, with a focus on community-based protection, rule of law, child protection, Women Empowerment including GBV response and prevention, and MHPSS across all its project locations. Working in close coordination with and under the direct supervision of the Integrated Protection Senior Officer. The CP Capacity building Officer is responsible for the supervision and implementation of all current capacity building targeting service providers in the selected communities/locations. The services will include strengthening child protection system and building capacity of different actors.

MAJOR RESPONSIBILITIES: The CP Capacity building Officer will:

Conduct situational and needs assessments to inform program design and adaptation. Conduct child protection capacity assessment and implement the required capacity building support to child protection staff and external actors including on-going coaching and mentoring. Participate in building a strong relationship and understanding with the local community. Undertake field visits to provide technical mentorship and supervision as well as regularly monitoring of the quality of the CP activities. Develop a training plan for externals in close coordination with the liner Manager and in consultation with the CP Manager. Identify appropriate actors that would benefit and be interested in CP training and communicate to the line manager and CP manager in support of ongoing potential capacity building actors mapping as appropriate. Plan, coordinate, and deliver relevant CP related training to IRC staff, community outreach volunteers, and local NGOs, NGOs and other frontline actors. Ensure all training and capacity building activities are carried out in accordance with IRC policies and procedures. Coordinate and organize logistics for training, including raising purchase requests to ensure all materials are ready for training. Translate training materials into English and Arabic and ensure training documents are current and up to date. Monitor training outcomes through baseline surveys, pre- and post-tests, and follow-up interviews, and continually reflect on training experiences and monitoring data to improve future training. Compile, monthly, and weekly submissions of plans, data and reports both qualitative and quantitative, in relation to child protection program activities. Participate in the project meetings to share regular updates e.g., number of trainings and CP Capacity gaps. Provide support to the line manager and the Child Protection Manager as per need. Together with the CP officer and the CP team, develop and update a clear schedule of all child protection capacity building activities for actors in target locations and share it with the supervisor. Liaise with CP team and other protection teams for potential participants referrals and joint activities. Supervise content and implementation of awareness-raising campaigns for children and families. Any other task as assigned by the line manager.

KEY WORKING RELATIONSHIPS: Position Reports to: Integrated Protection Senior Officer

Other Internal and/or external contacts: Internal: WPE Team, Child protection Team, Protection Information Management Team, Health Team, Supply Chain Team, The MEAL Team, and HR staff.

Qualifications

Job Requirements: Degree in social work, psychology, human rights, or related degree.

Minimum two years’ experience working in the field of child protection or related field. Previous experience in working with children with special needs or psychological distress. Good understanding of CP Minimum Standards in Emergencies.

Good understanding of CP Case Management. Good knowledge of Child Safeguarding and PSEA standards in humanitarian actions. Confident communicator, excellent negotiations skills. Very well organized and with good reporting skills. Able to work under pressure. Works well in teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well. Flexible attitude towards receiving feedback. Proven computer literacy skills. Ability and willingness to work and travel in remote areas. Fluency in written and spoken English and Arabic languages.

Working Environment:

The Child Protection Capacity Building Officer will be based in Shahat, Libya at least five days a week.
