The UNV will provide effective leadership in the sub-national Child Protection Area Of Responsibility (AoR), and support the strengthening of child protection coordination mechanisms at sub-national level in Rakhine state, provide guidance to all partners on common standards, strategies and approaches, ensure that all critical child protection gaps and vulnerabilities are identified; and that information and a referral mechanism is available and provided on roles, responsibilities and accountability of partners and community-based groups to ensure that all coordination gaps are addressed efficiently and without duplication. At sub-national level in Rakhine state, the aim of the CP AoR coordination is to facilitate rapid implementation of CP programming, including liaison and coordination with other sectors to facilitate integration of CP interventions in their implementations. Under the direct supervision of Chief, Field Office Rakhine, Sittwe Office, and with the technical support of the National Coordinator for CP AoR, the International UN Volunteer will address all matters related to Child Protection AoR coordination in Rakhine, Myanmar. The International UNV will undertake the following tasks: • Organize monthly CP AoR meetings at sub-national level in Rakhine state, ensuring inclusiveness of various organizations including INGOs, NGOs, and CSOs. • Support the development of a capacity building plan for Child Protection actors in Rakhine and coordinate the implementation at the field level and with the support and in coordination with the National Coordinator, CP AoR. • Work in collaboration with partner agencies data focal points, ensure harmonization of data collection and reporting tools across the AoR. • Assist partners to regularly compile and analyze the data – including preparation of monthly trend analysis reports at the sub-national level in Rakhine state. • Collaborate closely on monthly data collection in 5Ws and ensure quality review of child protection data collection tools, including 5Ws. • Support partners to effectively use the Rapid Response Mechanism • Enhancing preparedness of CP response to recurring and new disasters in Rakhine. • Initiating resilience building through localization in Rakhine State coordination mechanisms. • Identifying child protection needs and gaps to inform the child protection response strategy. • Develop, review and coordinate service mappings and assessments as needed. • Represent the sub-national level in Rakhine state in the development of a Child Protection AoR Strategy and Response Plan at the national level and facilitate detailed planning at the sub-national level in Rakhine state. • Identify key advocacy concerns based on the need and gap analysis conducted • Undertake advocacy activities in collaboration with CP partners in the region, and across the country where appropriate • Lead the AOR’s effort at effective messaging on child protection and support the Humanitarian Needs Overview, Humanitarian Response Plan and scale up the child protection response in Rakhine. • Identify funding opportunity and working with partners to access the opportunities by engaging and involving them in the technical meetings around funding. • Work closely and collaboratively with colleagues and partners to determine national priorities and ensure the achievement of concrete results. • Work collaboratively with the protection cluster and all other clusters in Rakhine

the area of child protection. Experience working in complex emergency settings is an asset; experience in inter-agency child protection coordination is an added advantage; Experience in project management support specifically in child protection related activities is an asset.

Myanmar is second biggest country in term of land after Indonesia in South East Asia Region. It has population of over 54 millions living across seven States and Seven Regions plus Union Territory, where all central government departments are located. About 70% of population are living in rural areas and main economy of Myanmar is agriculture. Myanmar is subtropical and tropical country with three distinct seasons: Summer (from March to June), Rainy (from July to October) and Winter (from November to February). Sittwe, is the capital of Rakhine State, Myanmar. Sittwe, pronounced sait-tway in the Rakhine language, is located on an estuarial island created at the confluence of the Kaladan, Mayu, and Lay Mro rivers emptying into the Bay of Bengal. The city has 181,000 inhabitants. Sittwe is currently a “Level 3” area and therefore the Designated Official for Security for Myanmar must receive a travel notification in advance and provide security clearance. On 1 February 2021, the Myanmar Military took over the power from the democratically elected government and declared a state of emergency. Following the takeover, the security situation in the country worsened. Since 30 March 2021, there has been a family restriction in place and eligible family members of international staff members have been evacuated. Civilians especially governmental staff joined a Civil Disobedience Movement (CDM). Consequently, provision of almost all the public services is affected especially banking and health care systems. In addition, as numerous anti-coup groups are now shifting focus from peaceful demonstration to armed revolution, security situation in Myanmar is currently volatile and un-predictable. Acts of violence by both parties of the conflict can occur anywhere, anytime and a further deterioration of the security situation is possible.
