UNICEF in the State of Palestine works to uphold the rights of children to access services and protection, from early childhood through adolescence. Following the escalation of hostilities between Israel and Hamas in Gaza since 07 October 2023, the coordinator will lead and coordinate the national CP AoR in the State of Palestine.

How can you make a difference?

Under the overall direction and guidance of the Chief of Child Protection, the Child Protection AoR Coordinator will provide leadership and representation of the national CP AoR in the State of Palestine. The coordinator will facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by members of the AoR that is accountable to those who are affected by the emergency. In its effort to provide an efficient and effective response to the humanitarian crisis, the Child Protection Manager AoR Coordinator is responsible for building relationships with stakeholders, for securing the overall coordination of sectoral responses and for ensuring inter-sectoral collaboration.

Major tasks and responsibilities to be accomplished:

  1. Lead the child protection coordination mechanism to facilitate the effective achievement of the cluster functions (as outlined by the IASC Reference Module) and the requirements of the Humanitarian Program Cycle.
  2. Coordinate, collaborate and represent the CP AoR with stakeholders across all sectors, including through inter-cluster coordination fora, developing cross-sectoral relationships as appropriate.
  3. Lead the planning and implementation of CP needs assessment and analysis, including representing the AoR in multi-sectoral needs assessments and joint analysis of need, at national and subnational levels,
  4. Lead and coordinate strategic planning, response prioritization and the development of the sectoral preparedness and response plan. Support advocacy and fund mobilization efforts for the sectoral response.
  5. Engage with OCHA and other clusters to contribute to the development of the interagency response plan, advocating for a response that reflects and addresses the child protection needs and concerns.
  6. Supervise the activities of CP AoR coordination team at national and subnational level, and work collaboratively with the co-coordinator in place.

To qualify as an advocate for every child you will have…

Education:

An advanced university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.

Experience:

  • A minimum of 8 years of professional experience in child protection and social development planning & management is required with experience at an international level preferred.
  • Experience in child protection programme management related areas in another UN system agency or organization is considered an asset.
  • Experience in humanitarian contexts is required. Experience in development contexts is an added advantage.
  • A minimum of two years of experience in the Child Protection AoR/ Sector/ Working Group coordination is desirable.
  • Experience in effective leadership and management of teams to deliver results in high stress/risk environments is desirable

Technical Requirements:

The post holder must demonstrate strong knowledge and skills in the following areas:

  • Humanitarian architecture, cluster approach and core functions

  • Child Protection in Emergencies principles, standards, concepts, tools and resources

Language Requirements:

Fluency in English, Arabic an asset.
