Purpose of Activity/Assignment:

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. Child right to live in a protective environment free from violence and abuse is one of the fundamental child rights and the Government of Serbia has identified the protection of children against violence and further advancements of the child protection system as ones of its priorities in the context of advancing child rights. There is also a growing recognition and political will to eliminate child marriage in Serbia, as one of the most serious forms of gender based violence against women and girls.

The Coordination Body for Gender Equality, a national gender equality mechanism is the key partner of UNICEF in Serbia in preventing child marriage and improving the position of children and youth in Serbia, under the signed Memorandum of Understanding (2018). Through a joint initiative, and garnering decision-makers’ commitment to action, National Coalition to End Child marriage (NCECM) in Serbia has been established in 2019, as the first national advocacy platform active with mission to build synergy and advocate for the implementation of legislative and strategic frameworks in response to child marriage, the strengthening of safe options for Roma girls, and promoting good practices implemented in partnership with local communities, non-governmental and governmental bodies, as well as the private sector and media. Policy advocacy work directly contributed to the recognition of child marriage as a form of violence in the new national Strategy for Prevention and Protection of Children from Violence 2020–2023. In 2021 Coalition launched the initiative for amending three key laws to ensure more adequate civil law protection of children from child, early and forced marriage, as forms of violence against children. The proposed amendments are in line with the recommendations of the treaty bodies for ratified international treaties, and above all the recommendations of the Committee on the Elimination of Discrimination against Women, Committee on the Rights of the Child and GREVIO.

The purpose of this assignment to provide technical support to NCECM in Serbia and ensure continuity and sustainability of the national efforts towards abolishing child marriage. The assignment includes strengthening the capacities of the NCECM in leading the advocacy action towards implementation of the international and national obligations with the special focus on the child marriage prevention and response, and in line with the Coordination Body for Gender Equality mandate. Therefore, UNICEF is seeking two National Consultants to support the administrative capacities of Coalition in implementing activities related to child marriage response. The consultancies will advance the position of girls and women in Serbia, further support the national and local commitment needed to strengthen inter-sectoral integrative approach in preventing child marriage and providing adequate support to victims, and consistent advocacy for policy and regulatory improvements, including through promoting the leadership of Roma community activists.

Scope of Work:

The scope of the work includes working in close coordination with the members of National Coalition to End Child

Marriage, Coordination Body for Gender Equality and UNICEF.

Working under the overall supervision of the President of the Coordination Body for Gender Equality and UNICEF Child

Protection Specialist, the consultant(s) will be responsible to provide support towards the effective and efficient

implementation of the technical support and for provision of specific deliverables:

  • Assist in implementing of NCECM mandate and obligations to ensure effective and efficient internal and external

communication;

  • Support functioning of the NCECM through organization, launch and promotion of the Coalition activities, and

facilitating follow-up actions;

  • Administrative and logistic support to National Coalition relating to communication with the government

institutions, international organizations, CSOs, media and other relevant partners, through material preparation,

communication, ensuring quality and timely reporting and response on the issues related to child marriage;

  • Preparing progress reports on implementation of activities and programmes of the National Coalition to End Child

Marriage.

The consultancy includes both desk-review of relevant documentation (law, reports, data), as well as consultancy with

relevant stakeholders beyond the ones listed above, including representatives of other relevant government (ministries

and institutions), non-government (CSOs representing the rights of beneficiary groups, professional associations, service

providers, etc.) and other actors (such as think-thank organisations and academia).

The consultant will submit a report to UNICEF Child Protection Specialist every two months, but also undertakes activities

and submits deliverables in close coordination with the Coordination Body for Gender Equality.

Work Assignment Overview:

1) Develop a supporting Work Plan for 2022, document and monitor its implementation. 2) Organize and promote the Coalition activities, including meetings and advocacy actions; support the organization and work of relevant sub-committees, with follow up actions (documentation, drafting statements, communication). 3) Provide effective and efficient internal and external communication of the National Coalition and share relevant information, ensuring timely public response to the issues related to child marriage; support the functioning of internal knowledge-base / information sharing channel.

Knowledge/Expertise/Skills required:

  • University degree in the area of gender studies, management, international relations, political sciences, social sciences, or an area relevant to the requirements of the TOR.
  • Master degree will be taken as advantage.
  • Excellent written and oral communication skills. Strong report writing skills;
  • Ability to perform a variety of standard specialized and non-specialized tasks and work processes that are fully documented, researched, recorded, and reported;
  • Ability to review a variety of data, identify and adjust discrepancies, identify and resolve operational problems;
  • At least 2 years of professional experience working with the government institution, a nongovernmental organisation or an international organisation;
  • At least 2 years of experience in providing technical, administrative and logistic support to the implementation of programmes and projects;
  • Experience in preparing briefs, reports or similar for various audiences;
  • Experience in collecting and systematizing complex data and in identification of sources of information related to policy-driven issues will be considered as an advantage.
