UNICEF is committed to a risk-informed and conflict-sensitive programming approach. This requires a comprehensive analysis not only of shocks and stresses but also of the vulnerabilities, capacities, and levels of exposure that determine the risk. In situations affected by conflict, this requires a robust understanding of actors, conflict dynamics, and underlying causes and conflict impacts on children and vulnerable communities. To enhance the safety and resilience of children, communities, and social service delivery systems, the findings of the analysis are integrated into the design and implementation of humanitarian and development programmes of UNICEF and its partners.

How can you make a difference?

The consultant will deliver a child-centered risk analysis for the State of Palestine. The analysis will include all relevant contextual risks for children and vulnerable groups and conflict dynamics to inform risk- and conflict-sensitive programming, risk reduction, and resilient development for children, their communities, and social delivery systems. It will also consider gender and age dimensions of risk. This analysis will inform the Strategic Moment of Reflection and the new Area Programme Development currently being undertaken by the UNICEF Country Office in the State of Palestine - focusing on the Gaza Strip and West Bank, including East Jerusalem.

Expected results (measurable results):

1. Completed multi-hazard risk analysis based on an analysis of secondary data. The analysis will follow the UNICEF Guidance on Risk-Informed Programming and the UNICEF Conflict Analysis Guide (which will be provided). 2. Technical input and facilitation provided to the in-country UNICEF SoP Country Office risk-informed and conflict-sensitive programming validation workshop to be conducted in Jerusalem in the Second Quarter of 2022 (mid-May, TBD)

  • Pre-assessment and background analyses and workshop materials prepared to serve as the basis for the face-to-face workshop and presented/validated during the workshop,
  • In consultation with the UNICEF SoP CO, identify key stakeholders to be involved in the validation workshop,
  • Facilitation support for the workshop.

3. Incorporate the additional information and inputs from the workshop into the final analysis document

APPLICATION AND EVALUATION PROCESS:

Each application will be assessed first on its technical merits and subsequently on its price. In making the final decision, UNICEF considers both technical and financial aspects. UNICEF first reviews the technical aspects of the offer, followed by a review of the financial offers of the technically compliant applicants.

The applicants should submit a CV and cover letter explaining why they are well placed to undertake this work in the State of Palestine and a financial proposal for the assignment, outlining all-inclusive fees (including professional fees and other professional expenses, etc.).

The Financial proposal should include the daily rate expected and the lump sum for the whole period of the consultancy. If Travel to the State of Palestine is considered, the consultant should include the costs of the travel/stay.

Recourse:

UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if the rules and the regulations regarding confidentiality, ethics, and procedures of UNICEF and the partners are not followed, the performance is unsatisfactory, or work/deliverables are incomplete, not delivered or fail to meet the deadlines. The deliverables will remain the copyright of UNICEF.

The consultant must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

Cost and Terms of Payment:

The agreed fee will be paid to the consultant in three installments on receipt of the agreed deliverables as below:

  • Payment 1: 30% of the total contract amount – payable after agreement from UNICEF and completion of deliverable 1 and submission of the draft report.
  • Payment 2: 50% of the total contract amount - payable after agreement from UNICEF and completion of deliverable 2.
  • Payment 3: 20% of the total contract amount - payable after agreement from UNICEF and submission of the final report.

To qualify as an advocate for every child you will have…

Education:

  • Advanced university degree in social science, political science, conflict studies, or related areas

Experience

  • 10 years of relevant experience in international development or humanitarian affairs with a focus on high-risk contexts,
  • Excellent knowledge of conflict analysis and relevant approaches,
  • Detailed contextual understanding of the State of Palestine and the Middle East and Northern Africa (MENA) region is required,

Language Proficiency

  • Highly proficient in English (verbal and written). Knowledge of the Arabic language is highly desirable.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
