Key Responsibilities:

Quality Assurance

  • Actively contribute to annual planning cycles by advising and reviewing zonal and area programme budgets and plans as well as direct contributions to national reporting. Review budgets, plans and reports from the field as they relate to Makani & IMPACT core project models.
  • Promote evidence-based decision-making in life skills programming through review and use of baseline, end line and other impact data in coordination with the Evidence, Learning & Accountability team.
  • Assess project model activities to provide feedback to the zones, helping zonal managers ensure life skills related programmes are implemented with quality and on time. Provide recommendations for improvements to relevant field staff, zonal managers and Ops Director.
  • Support meaningful participation of children in programme design/implementation/ evaluation processes, and decision-making opportunities inside and outside of WV processes.
  • Support improved community engagement and ownership of child and adolescent life skills programming, through partnering local communities to facilitate adolescents and children programs.
  • Conduct bi-monthly field monitoring visits to each Zone. Complete at least 2 exchange visits between zones per year to foster learning for Makani and Impact team members.

Capacity Building

  • Build the capacity of Life Skills Officers, club supervisors and facilitators through coaching, setting clear field coaching strategy and processes to ensure high quality delivery of programming.
  • Lead a community of practice to promote a culture of quality improvement, learning, and application of best practice. Facilitate regular dialogue with key field leadership and staff positions and ensure coordinated implementation, community engagement, and communication.
  • Support Zonal staff capacity building as needed to support overall quality and coordination of life skills programming implementation.
  • Continuously build professional capacity on child and adolescents programming through World Vision International global level technical experts and interagency approaches, models and tools.

Technical Support to Monitoring, Evaluation, Application of Impact Data

  • Ensure efficient and effective monitoring and evaluation processes for life skills programming as required by World Vision International MEAL standards, including through the roll out of one year model of Lion’s Quest curriculum and where possible, pilots of new life skills models.
  • Establish a regular cycle of documenting child and adolescent life skills successes and impact in coordination with Evidence, Learning & Accountability team
  • Compile lessons learned from programmes to use to improve programme implementation, re-design, strategy revision, policy advocacy, and external publications.
  • Ensure effective representation of JWG through participation in WVI’s Adolescents global level Community of Practice, and where possible, other UN and interagency forums and platforms.

Technical Model Development

  • Lead adaptation and contextualization of curricula.
  • Review existing SOPs and current operational model for Makani clubs to update and improve, to increase frequency of child/adolescent participation, engagement and impact.
  • Work together with Child Protection technical lead and other WVI MHPSS experts to integrate PSS approaches into child and adolescent life skills programming (ex. Flexible sessions).
  • Review current processes for Makani and IMPACT club registration, and strengthen alignment with Sponsorship registration and related child participations.
  • Scope, assess, identify and where possible pilot interagency life skills model(s).

External Engagement

  • Represent World Vision in relevant cluster/working groups, UNICEF, and raise the profile of World Vision’s life skills-related programs by identifying and engaging with a diverse range of stakeholders.
  • Play an active role in leveraging external engagement to support increased funding acquisition by working closely with grant acquisition function and providing key technical input during drafting of any life skills related project proposals.
  • Provide support and review to advocacy, communications and external engagement priorities regarding adolescents and children life skills related products and priorities (e.g., stories, social media posts, and capacity statements)

KNOWLEDGE, SKILLS AND ABILITIES

  • University degree in relevant field. Master Degree is preferred.
  • At least 3 years of work experience in areas closely related to child and adolescent life skills and/or social-emotional learning programming with nongovernment and development organizations in Jerusalem, West Bank, and/or Gaza required.
  • At least 5 years of experience in a position responsible for coordinating and/or implementing programming with children, adolescents or youth using participatory approaches and content designed to promote children/youth rights, protection and social/emotional well-being.
  • Experience with program implementation at community level involving multiple stakeholders from local communities to governorate level, including village councils, local government.
  • Experiencing in provision of technical quality supervision, with use of various techniques including monitoring, coaching, data collection/analysis and application.
  • Prior experience with working with the Ministry of Education and/or Ministry of Social Development is preferred.
  • Proficiency in English with excellent writing skills.
  • Computer literacy; Strong computer skills including Word, Excel, PowerPoint

  • The position requires ability and willingness to travel domestically across the West Bank on regular basis.
