UNICEF Mozambique is mid to large (and growing) UNICEF Country Office in ESAR with an exciting and innovative programme for championing child rights in the country. The Country Office has an annual programme budget of approximately US$ 100 million and over 160 staff members. Following the L3 emergency in 2019, the regular programme augmented with additional funding for recovery in affected areas. The 2017-2021 country programme has a broad portfolio in Health, HIV/AIDS, Nutrition, WASH, Education, Child Protection and Social Policy & Research. The programme is transitioning into more integrated and convergent programming hence requiring innovative and collaborative skills.

How can you make a difference?
The Chief WASH is responsible for managing and supervising all stages of the Mozambique CO WASH programme from strategic planning and formulation to the delivery of the WASH outcome and output results. The Chief is also responsible for leading and managing the CO WASH team. The Chief WASH is accountable for ensuring that the WASH outcome and output results are achieved according to plans, allocations, results based-management approaches and methodology, UNICEF’s Strategic Plan, standards of performance and accountability framework.
The Chief WASH reports to the Deputy Representative for general guidance and direction.
The Chief WASH will be entrusted with the following 7 areas of focus:
- Managerial Leadership
- Programme Development and Planning
- Programme Managemnet, Monitoring and Delivery of Results
- Advisory Services and Technical support
- Advocacy, Networking and Partnership building
- Humanitarian WASH Preparedness and Response
- Innovation, Knowledge Management, and Capacity Building
To qualify as an advocate for every child you will have…
Education
An advanced university degree in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering, civil engineering or another relevant technical field.
Work Experience
DEVELOPMENTAL: a minimum of ten years of professional experience in WASH-related programmes for developing countries is required.
At least one year of deployment in a developing country is required.
Proven ability to effectively lead a team to deliver results is required
HUMANITARIAN: At least one year of work in humanitarian situations, is required (with UN-Govt-INGO).
Language Proficiency
Fluency in English is required. Fluency in Portuguese is highly desirable and can be compensated by fluency in a Latin language.
Technical Requirements
Basic to expert knowledge of all components:
- Rural water supply for low- and middle-income countries - including water safety, sustainability
- Rural sanitation for low- and middle-income countries, incl sustainability; applying CATS principles
- Urban sanitation for low- and middle-income countries, incl sustainability
- Handwashing with soap
- WASH-in-Schools and Health Centres
- Menstrual hygiene management
- National government WASH policies, plans and strategies
- Analysis of national budgets and expenditure for basic WASH, and related advocacy
In depth knowledge of both components:
- Humanitarian WASH – preparedness
- Humanitarian WASH - response and recovery
In depth knowledge of concepts and UNICEF role:
- Humanitarian WASH – coordination of the response
Expert knowledge of two components and basic knowledge of the other two components:
- Programme/project management
- Capacity development
- Knowledge management
- Monitoring and evaluation
In depth knowledge:
- Human rights and WASH
- Gender equality and WASH
