Within the Management Department, the Information and Communication Technology ensures that information technology is a strategic enabler of the vision of Getting to Zero, and contributes to the transition from managing a disease to ending an epidemic. The ICT team makes possible new ways of collaboration, facilitates greater sharing of knowledge and provides new tools to reach out and communicate - with unprecedented reach and speed - with our key stakeholders and constituencies. To play this important role, the department is an agent of change, contributing to making UNAIDS work fast, smart and efficiently. Main tasks and Responsibilities of the Position: Reporting to the Director, Information Communication Technology, the Chief technology and Services:
Leads the alignment of IT and the UNAIDS Technology and Services in supporting UNAIDS strategic priorities and specifically in: - Ongoing analysis of ICT needs for the UNAIDS Secretariat, advising on identification of needs in new Technologies, and preparation of project initiation documents as necessary. - Lead for Information Communication Technology in liaison with UNAIDS' functional groups to optimize IT technologies and services in line with business need, and to ensure that users can take advantage of IT's capabilities to deliver. - Developing and mapping of business processes to provide a clear foundation for IT priorities and work planning, with the goal of supporting innovative working methods across the Organization. - Leading and promoting Innovative technology-based approaches and projects to improve working efficiency and effectiveness. - Act as change manager for IT projects (role may be delegated for small projects).
Leads Quality Assurance in IT Service Management: - Oversight of all off-shored IT sites to ensure appropriate and quality service delivery; and - Ensure that services are aligned to deliver maximum support to, and ongoing technological development of, field office e.g. ongoing efforts to improve the quality of internet connectivity. - Perform any other duties as requested by supervisor. REQUIRED QUALIFICATIONS Education: Advanced university degree at the Master’s level or equivalent in Engineering, Business Administration or related field.

Exercising Sound Judgement Experience: Essential: Extensive experience (minimum 10 years) in global IT infrastructure and operations at the international level with considerable experience (minimum 6 years) managing and leading teams. Technical background and experience in: IT security technologies, network management and monitoring systems and processes, messaging systems, remote access and mobile technologies. Microsoft, Apple and Linux OS, automated patching and updating systems, network virus scanning and anti-spam systems, IDS, firewall systems, VPN, WAN, routing, remote connectivity, Active Directory and Exchange. Some experience with cloud environments for laaS/PaaS/SaaS.
Desirable: Experience managing teams across geographic locations; Broad IT experience in several areas (infrastructure, applications, information management, service management); MCSE and Cisco certification an asset. ITIL certification an asset. PRINCE2 certification an asset; Management experience in the UN system. Languages: Essential: Advanced knowledge of English.
Desirable: Working knowledge of another UN official language. Additional Information: Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
