Org. Setting and Reporting The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Democratic Republic of Congo (DRC), Kinshasa.

Under the overall coordination of the Regional Office for Africa (ROAF) based in Nairobi, and the supervision of the Senior Human Settlements Officer for DRC, the incumbent will lead and supervise a team of national and international staff and collaborate with relevant stakeholders and will be responsible for the following:

Responsibilities 1. Programme Management and Supervision of the overall Programme Implementation: Prepare regular financial reports and result oriented progress reports to UN-Habitat; Regular liaison with donor community and conduct fund raising activities in close collaboration with UN-Habitat Resources Mobilization Unit; Liaise and represent the Programme vis-à-vis ministries and local authorities on programme implementation. 2. Programme Implementation: Monitor changes in the action environment and identify emerging programme needs to be incorporated in the regular reporting; Monitor/evaluate programme performance in relation to approved work plans and objectives and take corrective measures as required. 3. Programme Coordination: Coordinate specific Programme activities with UN Partners, MONUSCO, local authorities and NGOs; Collaborate with relevant regions and branches of UN-Habitat for linking activities to UN-Habitat mandate, policies and campaigns. Liaise with donor and undertake fund raising activities. 4. Advisory and Consultative Services: Provide technical assistance and implementation support to the government, project partners and key stakeholders to ensure successful implementation of projects and programmes; Identify opportunity for UN-habitat to engage in key sectors in compliance with its core mandate: urban planning, housing, risk reduction and disaster, basic services. promote UN-Habitat norms and tools and strengthening information flows with partners and stakeholders through representation, liaison, networking and organization of meetings and national workshops. 5. Representation: act as the representation of UN-Habitat in the DRC and provide technical advisory to the relevant ministries (Ministries of Urban development, land affairs); and to represent UN-Habitat in the United Nations Country team and related mechanisms, development partners mechanisms. 6. Perform any other relevant duties.

Competencies PROFESSIONALISM: Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries and the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity. Experience in mentoring staff and in coordinating their work. Demonstrated ability to manage urban development programs, land program and related issues in a very volatile environment and able to reorient the program in a very innovative direction. Demonstrate ability to prepare projects documents and funding proposal and their implementation meets all partners' expectations, including both donors and national partners in the land sector in DRC. Ability to guide urban related policies, reforms and institutional frameworks while balancing need for peace building, economic investments, and rights for vulnerable and environmental concern. Ability to identify strategic areas for UN-Habitat's support to the government of the DRC, consistent with its mandate (physical planning, basic services, disaster management, infrastructures development, housing, municipal governance). Shows pride in work and in achievements; Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges; Remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education Advanced university degree (Master's degree or equivalent) in housing, urban planning, engineering, urban governance and management, environmental management, land tenure and policy development or other fields relevant to the respective programme. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in policy, programme Development and management, administration or related area is required. An excellent writing skills, i.e. to write clearly and concisely is desirable. At least five years working in developing countries in Africa is required, and experience in post conflict will be an added value.

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written French is required and working level for English is desirable. Working knowledge of another UN language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
