OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The primary objective of the Department of Health Systems and Services (HSS) is to strengthen health systems based on Primary Health Care, supporting universal health. Its work encompasses the following areas: strengthening of health systems stewardship and governance to achieve universal health and address the social determinants of health, including social protection in health; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; health policies, and technical cooperation; and developing human resources for health.

DESCRIPTION OF DUTIES

Under the general supervision of the Assistant Director (AD), and the direct supervision of the Director, Health Systems and Services (HSS), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical, policy, strategic and programmatic direction for the development and management of the Virtual Campus for Public Health (VCPH) as PAHO's educational platform for capacity building of human resources for health in the Americas;
  2. Coordinate the development of policies, strategies and tools for free, open and universal public health training through the VCPH; support the implementation of policies for continuing education in public health, based on needs, ensuring quality, and aligned with the priorities defined in resolutions and mandates adopted through PAHO/WHO Governing Bodies;
  3. Provide strategic guidance in the development of a collaborative, networked operational model for the VCPH that enhances the capacities of institutions dedicated to public health training in the region, including through the development of VCPH nodes in countries as appropriate, and the establishment of linkages with regional and global academic networks and educational platforms;
  4. Ensure executive leadership support for the governance mechanism established for the VCPH; ensure coordination with participating technical and administrative entities; oversee prioritization processes in selection of courses across the Organization and updating of existing courses based on revised norms, standards, protocols, policies and strategies; act as Secretariat to the established mechanism;
  5. Lead the development of strategic development plans for the VCPH, with a vision to position the VCPH as the reference educational platform in public health in the Americas, strengthening capacities of health workers in all competencies required to protect and promote health for all, and with the engagement of PAHO Member States, and the network of academic institutions across the Region;
  6. Identify, promote, establish, maintain, and coordinate actions of the VCPH across the Organization, within WHO, with WHO Academy, and other United Nations organizations or with other partners, in order to maximize programmatic integration, efficiency and effectiveness; ensure effective advocacy for the VCPH to strengthen its outreach capacity with partners and in countries of the Region;
  7. Develop, define and establish the objectives, strategy, plan and budget of the Unit; ensure an Organization-wide approach and strategies and objectives that are aligned with the Organization’s mission, vision, values, policies, strategies, business needs and priorities, in order to ensure continuing operations and maximize results; oversee the management of the workplan and budget, and ensure that results are aligned with the Department’s biennial and multi-year plans, including monitoring of activities, adjustments to any deviations, such as redefined objectives or strategies;
  8. Oversee operations of the VCPH, including the operational model and the mobilization of resources, to ensure the continued sustainability and growth of the VCPH;
  9. Formulate and recommend policies, plans, strategies, and budgets, in support of the Governing Bodies’ mandates related to the work of the Special Program; develop and establish guidelines, norms, practices and procedures to improve the Program’s effectiveness and efficiency; report to Governing Bodies, through executive presentations and reports, on the status or results of VCPH activities;
  10. Provide leadership, guidance and monitoring of supervised staff by setting clear work objectives, ensuring timely and effective use of performance reviews and feedback mechanisms, engaging in regular communications, and solving interpersonal or technical conflicts; establish and support a learning environment, to include staff development in the Organization’s fundamentals, managerial competencies and technical expertise;
  11. Promote a culture of ethical behavior and integrity in accordance with the Organization’s Code of Ethical Principles and Conduct in order to ensure a culture of respect, responsibility, accountability, and compliance;
  12. Collaborate in the Organization's response to emergency situations; provide technical expertise in order to facilitate timely response as required;
  13. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health-related profession or in education, and a master’s degree in public health, health systems/services administration, education or in any other field related to the functions of the post, from a recognized university. The combination of health and education across undergraduate and graduate levels is essential.

Expertise in the management and development of educational platforms for the development of Human Resources for Health (HRH), and in the application of quality standards in education; in-depth understanding of the relationships between human resources policies, capacity development and the development and organization of health systems and services and the broader social, political and economic environment. Wide and varied knowledge of public health problems and health management processes, including monitoring and performance assessment in health, and disciplines related to human resources management and strategic planning processes.
  • Managerial: Extensive expertise in senior, progressively responsible positions in the management of administrative and technical matters requiring sensitive negotiation and high-level intervention and in organizational development. Demonstrated ability to provide professional leadership to strategic, organizational, managerial and analytic work in health; resourcefulness, initiative, highly developed judgment and interpersonal skills to deal with difficult situations, sensitive issues; management of working relations with people of different professional levels, discipline, nationalities, and cultural background.
  • Administrative: Skills in resource mobilization (including fundraising and partner collaboration) and financial management for the delivery of expected results.

Languages:

Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

REMUNERATION

Annual Salary****: (Net of taxes)

US $90,664.00 post adjustment

Post Adjustment****: 54.1% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
