How can you make a difference?

Purpose for the job:

The incumbent is responsible for the coordination of the planning and development of the country programme of cooperation to improve the status of women and children in Bangladesh, consistent with the UNICEF mission, goals and strategies and to develop and implement in co-ordination with the Deputy Representative and the Programme Section Chiefs, the Integrated Monitoring and Evaluation Plan, the Mid-term and Terminal review of the Programme with a view to providing the critical inputs for a knowledge/evidence based planning of the sectoral and cross-sectoral programmes in Bangladesh. Oversee/lead development of Social Policy agenda of UNICEF Bangladesh, consistent with the Country Programme vision and commitments (Programme throughput of US $ 70-80 million per year).

Major duties and responsibilities:

  • Monitor social policy development at the international and national level.
  • Develop methodologies and partnerships and identify new approaches for effective programme delivery and ensure that goals/objectives are met.
  • Provides leadership in data related activities relevant to UNICEF, including MICS.
  • Serve as the focal point for national and multi-state research, evaluation activities for Bangladesh country office and for the collection, analysis and dissemination of analytical information on qualitative and quantitative indicators for assuring Child rights and related Goals.
  • Establish the overall framework for the sectional programme workplan, monitor compliance and performance standards.
  • Interact, negotiate and advocate programme goals and strategies on behalf of UNICEF with high level and senior government officials as well as multi-lateral, bilateral agencies and NGOs, identify strategic alliances and influence policy development to facilitate achievement of programme objectives.
  • Ensure that the overall commitment, activities and expenditure of donor funds are in accordance with agreements with donors as well as monitor reporting obligations of supplementary funds.

To qualify as an advocate for every child you will have…

- Advanced university degree in Social Sciences or other relevant disciplines. Practical training in programme management and evaluation, survey and research analysis, or applied statistical data analysis in social sciences an asset.

- Ten years of relevant professional work experience, including both international and national work experiences.

- Professional work experience in Social Policy and program development and implementation including monitoring and evaluation activities.

- At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.

- Developing country work experience and/or familiarity with emergency is considered an asset.

- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
