Org. Setting and Reporting This position is located within the United Nations Investigative Team to promote accountability for crimes committed by Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Chief Security Officer reports to the Special Adviser.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by ISIL (Da'esh) in Iraq.

Responsibilities Within delegated authority, the Chief Security Officer is responsible for the following duties:

Operations

•Leads, supervises and manages the UNITAD Security Units. •Monitors and evaluates office physical security measures, such as barriers, issuance of identity cards, background checks, and entry controls, as appropriate, for normal or emergency conditions. •Evaluates effectiveness of prevailing fire safety measures in effect in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans. •Determines need for, and provides training and advice to UNITAD staff and dependents on residential security measures such as window guards, alarm systems and locks to prevent burglar intrusions. •Ensures availability of emergency communications by making periodic checks to determine if system is functioning properly. Arranges for necessary repairs or adjustments. •Establishes procedures for and supervises investigations and reporting of accidents involving UNITAD vehicles and investigation of security-related incidents involving UNITAD staff members, project personnel or eligible dependents. •Assumes responsibility for guard force management, as assigned. •Monitors, coordinates and evaluates close protection arrangements for senior UNITAD officials and visiting Senior Officials as required Conducts and supervises security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens and personal security awareness.

Advice and Coordination

•Advises the Head of Mission on all security-related matters and participates in discussions and development of security policies and procedures. •Establishes lines of communication with security focal points and all other agencies involved in peacekeeping and other missions to ensure maximum security coordination. •Establishes and maintains dialog with local security authorities and international institutions for coordination of efforts in the event of natural disasters

Planning

•Reviews and monitors activities related to security risk management including the preparation of security risk management process and the development of risk mitigation measures. •Reviews and monitors activities related to preparation of security plans for the Mission, a designated country, or geographic area, including all aspects related to elaboration, development and updating of the plan and, if necessary, its implementation. •Serves as member of the mission Security Management Team, contributing to planning, implementation and evaluation of effectiveness of security plans and other aspects of security operations. •Plans for air, land and sea evacuation capability to be used in emergencies, ensuring availability of aircraft, vessels, railways, vehicles, fuel supply, assessable roads, ports and airfields. •Supervises other security personnel of UNITAD and manages assets and resources of the mission security section. •Performs other duties, as assigned.

Education Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Relevant would be military or police academy/staff college education equivalent to a first level or advanced university degree. Security Certification Programme is desirable. Security Analysis Process and Practice certificate is desirable.

Work Experience A minimum of 7 years of progressively responsible experience in security, police or military service with extensive command or leadership experience; of these, at least two(2) years of international exposure in a management function in the United Nations or other international organizations. At least 3 years experience in security risk or disaster management in the international tribunals or similar environment is required. At least 3 years of experience managing multiple and diverse military, police or security units operating in a conflict or post conflict environment is required. Experience in the area of witness protection in international tribunals or international investigations is desirable. Experience in field operations in high risk settings is required. Experience working within the UN Security Management System is desirable. Experience in military, law enforcement or other security specialization is desirable. Professional work experience in the Middle East is desirable. Experience working with United Nations Security Management System management capabilities is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English and Arabic is required; Knowledge of the other language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
