Org. Setting and Reporting This position is located in the Safety and Security Section of the Office of the Special Envoy of the Secretary-General for Yemen (OSESG-Yemen) based in Sana’a. The Chief Security Officer reports to the Special Envoy of the Secretary-General for Yemen. The technical line of communication for all security operations coordination is maintained with the UN Department of Safety and Security, Peacekeeping Operations and Support Section through the UNDSS Chief Security Adviser (CSA) for Yemen with whom the Chief Security Officer coordinates on all security operations and operational support.

Responsibilities Within the limits delegated authority, the Chief Security Officer (CSO) at P-4 level will be responsible for the following duties: -The CSO advises and assists the Special Envoy on all aspects related to safety and security management, crisis readiness and preparedness for all OSESGY personnel, eligible dependents, eligible partners and contractors, resources, assets, facilities, and missions. -The CSO shall participate in OSESGY’s operational planning, providing security advice and information regarding compliance with United Nations security policies, practices and procedures. -The CSO shall coordinate with the Designated Official (DO), UNDSS CSA in Yemen, relevant authorities, other counterparts in and out Yemen for enabling the implementation of SE’s mandate. The CSO shall maintain a security network of international and national security personnel, through participation in the Security Cell, as established by the CSA, advising the Security Cell on particular concerns of the OSESGY and supporting the CSA in managing the UNSMS security arrangements in country as a whole.

1.Programmatic -Provide security policy guidance and security management support to the SE and his/her management team, enabling effective programme planning, implementation and delivery within the framework of all UN security policies and procedures. -Ensure security mainstreaming into all levels of programme design, implementation and delivery through the substantive monitoring of ongoing and future programmes and missions, providing innovative and proactive support, direction and solutions where required. -Review the impact of current as well as future potential security factors and trends on OSESGY planning, programme design and delivery, as well as the possible impact that programme/mission design might have on the stability and security, ensuring that possible support needs are identified and improvements are implemented. -Liaise with and coordinate activities of partner organizations and counterparts in the planning, preparation and execution of missions, ensuring the safety and security of OSESGY’s staff as the highest priority.

2.Security Risk Management -Conduct threat and risk assessments for OSESGY missions, identify and implement appropriate risk mitigation measures, including close protection services for the Special Envoy. -Assist/provide inputs to UNDSS in preparing a comprehensive threat and risk assessment of the country to include all locations where OSESGY staff, dependents and equipment are present or will operate. -Assist/provide inputs to the Security Management Team through the SE or delegated authority. -In coordination with relevant actors, implement security risk management measures as approved by the Designated Official in consultation with the SMT, other specific measures as dictated by OSESGY’s own circumstances.

3.Business Continuity -Work closely with UNDSS to ensure that OSESGY procedures conform to the UN security framework. -Provide inputs and assist UNDSS in establishing, maintaining and updating the country specific security plan and contingency plans in accordance with the UN Security Operations manual and other relevant policy and operational documents. -See that all OSESGY personnel are included in the Security Plan prepared by UNDSS for the respective duty stations as appropriate. -Update the OSESGY component within the country-specific security plan and contingency plans in accordance with UNDSS directives. -Train OSESGY wardens and follow up on their specific needs accordingly for both international and national staff. -Provide security related input to the OSESGY Business Continuity Plan, in coordination with the UNDSS CSA. -Facilitate security clearances for all OSESGY staff travelling in areas where required.

4.Minimum Operating Security Standards -Oversight of OSESGY personnel and equipment for MOSS compliance. -Ensure that OSESGY management is briefed on security requirements in order to enable security decisions and ensure that adequate resources are provided to staff members, including but not limited to communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field. -Establish internal communication systems so that OSESGY communications are integrated into the appropriate UN Security Emergency Communications System. -Provide advice on selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment, etc.) -Provide advice on the security of transportation and logistics. -Provide orientation and training to international and national staff members on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas. -Coordinate with UNDSS 24-hour response to all security related incidents involving OSESGY staff and eligible dependents. -In coordination with UNDSS and on behalf of the Special Envoy or delegated authority, ensure appropriate professional liaison with local authorities responsible for security, law and order, counterparts in diplomatic missions and municipal/civic/religious and traditional leaders.

5.Information Management -Provide timely and accurate security advice to the OSESGY management, programme managers, project managers and visiting consultants. -Immediately report all security-related incidents involving OSESGY staff and eligible dependents to the Special Envoy and the Designated Official through the UNDSS CSA. -Ensure that OSESGY staff members are provided with situation reports and other appropriate security-related information generated by UNDSS in a timely and efficient manner. -In cooperation with the HR unit, maintain updated OSESGY staff lists, including details of visiting missions and consultants. -In coordination with UNDSS, establish cordial relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and municipal/civic/traditional leaders. -Encourage an exchange of information relative to risk management for OSESGY programme implementation. -In coordination with UNDSS, conduct investigations of death of a staff/family member under suspicious and unclear circumstances. -Participate in inter-agency security coordination efforts. -As assigned by the Special Envoy, conduct preliminary investigations in cases of breach of UN code of conduct by OSESGY staff.

6.Budget Management -Support mainstreaming of security costs. -Formulate and manage the annual work plan and related budget. -Monitor that allotted security funds are budgeted in a timely fashion. -Ensure that costs and expenditures remain within budgeted and approved limits.

7.Office and Residential Security -Conduct periodic security assessments of OSESGY premises and equipment and advice on shortfalls in security preparedness with recommended improvements and solutions. -Develop and implement office security requirements for regional (regional or sub-) OSESGY offices, as required. -Establish and implement access control mechanisms (visitor/vehicle screening) as necessary for the OSESGY offices. -Represent OSESGY security interests in any common premises that OSESGY occupies ensuring that staff safety and security are primary considerations. -Ensure that OSESGY premises and international staff residences are MOSS and RSM compliant.

8.Other -The CSO will, in consultation with the delegated authority by the Special Envoy, respond to requests from the DO/CSA UNDSS, to perform UN system related security tasks. -Any other security related tasks assigned by the Special Envoy or delegated authority.

Education An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social science or international relations, with focus on security management is required. A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years with advanced university degree (nine years with a first-level university degree) of progressively responsible experience in the military, police or security management is required.

At least five (5) years of progressively responsible experience in security operations, or in security administration, or similar entities, within a military, police or security organization is required.

At least two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment is required.

At least one year experience at the international level is required.

Management of security units in a multi-cultural environment, security planning, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, hostage incident management, security administration, logistics for security in a conflict or post-conflict environment, security staffing in a conflict and post-conflict and multicultural environment is. Direct experience with the UN Security Management System is desirable.

At least two years of experience in the area of Close-Protection is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
