How can you make a difference?

Under the general guidance of the Deputy Representative, responsible for the programme planning, monitoring and reporting function (PMR) of a large size country programme. The post provides professional technical, operational and administrative support throughout the planning, monitoring, evaluation process preparing, executing, managing and implementing a variety of technical tasks to contribute to evaluation planning, implementation, oversight and reporting to ensure that evaluations are carried out according to schedule and that results and recommendations are implemented and followed up.

1. Setting Standards for Programme performance planning and monitoring

  • Coordinate the preparation and ensure quality assurance of programme planning documents, including CPD, CCA, UNSDCF, annual work plans, annual management plan, emergency response plans, contingency plans, and other documents as needed.
  • Leads the process of organising and managing annual/mid-year/mid-term/end term country programme reviews ensuring consistency with objectives and goals set out in the CPD and contributes to the annual management plan.
  • Identify problems or alternative courses of action to accelerate/ improve programme delivery.
  • Participate in the development of programme/project goals and objectives and planning the implementation of programme/project strategies.
  • Support the implementation of Field Offices plans including supporting them in planning, monitoring and reporting.
  • Undertake programme and budget reviews and maintain oversight for effective utilization of programme budget.
  • In collaboration with sections and field offices, identify training needs for the purpose of capacity building of staff and counterparts in human rights, gender equality, and results-based planning and management, and community engagement and mobilization to ensure sustainability of programmes.
  • Undertake visits to counterparts and field offices to identify and manage risks in programme planning and implementation.
  • Participate in field visits to monitor programme implementation.
  • Contribute to quality and timely corporate reporting requirements, including Sitreps, donor reports, RAM, SMQ and annual reports. Ensures that programme results with logical flow are adequately and accurately reflected in all relevant programme documents and donor reports in collaboration with Sections and Resource Mobilization Team respectively.
  • Support sections and field offices to map partners in technical areas and support in quality assurance of concept notes and programme documents for finalizing partnership agreements.
  • Support sections and field offices to collect and utilize strategic information from routine monitoring, studies, surveys, evaluations and data to develop programme results, programme/project strategies and implementation and reporting frameworks that are equity and gender equality focused.
  • In collaboration with the Operation colleagues monitor KPI office dashboard on a regular basis and support sections to ensure timely action, and alert management if their attention is required.
  • Monitor follow-up actions based on management decisions resulting from Country Office performance monitoring and evaluation as well as KPI dashboard.
  • Support the programme components to effectively monitor and report on the intersectoral programme results, cross sectoral programme component results and field office results to facilitate programme coherence and convergence where appropriate, ensuring the coordination with Innovation and SPEAR sections.
  • Coordinate HPM and routine monitoring of programmes to contribute to reporting, ensuring the availability of visualized data for further analysis.
  • Prepare timely analytical documents highlighting critical areas for management progress monitoring, oversight and action.

2. Monitoring Budget and Expenditure

  • Provide technical support and supervision to the Budget unit in managing grants and tracking allocations and expenditure within the approved allocation framework of the Country Office. Actively follow up with Programme sections to ensure effective and timely budget planning and expenditure, including ensuring compliance with IPSAS.
  • Establish systems to monitor the optimum and appropriate use of program resources (financial, human, administrative and other assets) and verify compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity in collaboration with operations team.

3. HACT Assurance and risk management

  • Manage and supervise the implementation of the HACT assurance activities in line with UNICEF procedures and policies.
  • Provide guidance to partnership development for programme implementation.
  • Ensure proper use of eTools in the office and provide overall quality assurance and documentation in the area of HACT and partnerships

4. Networking and partnership building

  • Provide technical and operational support to a wide range of stakeholders on UNICEF and UNEG policies, practices, standards and norms.
  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate and build their capacity for planning and implementation.
  • Participate in appropriate inter-agency (UN PMT) meetings/events on to collaborate with inter-agency partners/colleagues on SERF/UNSDCF operational planning and preparation and to integrate and harmonize UNICEF position and strategies with the UNSDCF development and planning process.

5. Innovation, knowledge management and capacity building

  • Serve as an office focal point of knowledge management, and liaise with SPEAR, Innovations, ICT and sectoral colleagues to strengthen the knowledge management agenda in the office.
  • Identify, capture, synthesize and share lessons learned from routine monitoring and evaluations for integration into broader knowledge development planning and management efforts.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems for evaluations.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, statistics, planning development, planning, social development, management, monitoring and evaluation or related fields.
  • A minimum of eight years of professional work experience in programme development and implementation including monitoring and evaluation activities.
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
