The Planning and Budget unit is part of the Strategic Resource Management (SRM) Section, itself part of the larger New York Headquarters based Division of Financial and Administrative Management (DFAM).

The SRM section develops and monitors the financial framework of the organization and provides UNICEF leadership with information necessary to ensure that resources are effectively and efficiently employed in achieving results for children. The section has two units, Planning and Budget; and Decision Support.

The Planning and Budget unit focuses on budget allocation and has specific responsibility for managing and administering the budget formulation tool; preparing quadrennial budgets, mid-term updates and monitoring of budget reports; issuing budgets to field offices and divisions; overseeing the development and issuance of budget policies and procedures; managing post authority tables and other budget tools; and providing technical training and support to stakeholders at HQ and in the field.

Under the supervision of the Deputy Director, SRM, the Chief Planning and Budget supervises and motivates Planning and Budget Unit team to contribute to the mission of DFAM and UNICEF. The incumbent will interact with colleagues across all functions and levels of the organization.

How can you make a difference?

The Chief Planning and Budget will assist the Deputy Director, Strategic Resource Management (SRM), in the planning, preparing, allotting and monitoring of the UNICEF quadrennial budget and related updates. The incumbent will coordinate the preparation of budget guidelines and documentation for the Executive Board and ACABQ and will ensure that Budget-related policies and tools are maintained. He or she will also be responsible for the management of appropriate costing and monitoring systems and liaising with UN agencies on budget related matters, including budget harmonization as well as the allocations for shared services.

Key functions, accountabilities and related duties/tasks:

1. Budget Planning and Preparation

a) Prepare guidelines in conformity with policy decisions for formulation of results-based budget proposals to the Executive Board for the Integrated Budget and Mid-Term Review, as well as annual Revised Estimates of the Integrated Budget.

b) Develop formats, methodologies, techniques and revisions that reflect the requirements of management and the Executive Board.

c) Provide advice and guidance to Country Offices, Regional Offices and Headquarters Divisions in preparation of budget proposals.

d) Develop the budget submission documents for the Executive Board. Ensure that all content, tables and annexes are prepared in a timely and accurate manner.

e) Provide responses to the ACABQ on questions regarding UNlCEF’s budget estimates.

2. Budget Policy and Procedures

a) Lead development, consultation and promulgation of the Budget Policy, corresponding Supplements and Procedures.

b) Ensure translation of the Executive Board budget-related decisions into changes to the relevant parts of the prescriptive content.

c) Provide authoritative advice on and interpretation of the applicable Financial Rules and Regulations and Budget Policy.

3. Control and Monitoring

a) Prepare Institutional Budget allotments for approval by the Comptroller.

b) Monitor status of allotment and expenditure for offices to ensure that actual expenditures remain within total allotments

c) Coordinate management of location and post changes for the organization. Provide information and analysis on posts as required by management.

4. Reporting

a) Provide accurate and timely budget-related financial and operational recommendations to management for decision making purposes.

b) Provide inputs to the Executive Directors Annual Report.

5. Manage Tools

a) Oversee and manage the Budget Formulation Tool and other relevant systems and tools. Ensure that users are appropriately trained.

b) Develop financial models and analyses as needed to support strategic initiatives.

6. Team Management

a) Motivate and manage the staff of the Planning and Budget team.

b) Prepare job descriptions.

c) Review of the Performance Evaluation Review (PER) objectives, assess staff performance, establish and follow up training and work plans.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master's) in Business Administration, Economics, Audit, Public Administration or related field, including course work in finance, accounting and budgeting.
  • A minimum of ten (10) years of extensive work experience in a multicultural environment with at least 5 years of supervisory experience that combines strategic and managerial leadership in financial management including resource planning, budgeting and operations in a large international organization is required.
  • Prior experience in preparing budgetary documents for Senior Management and Governing bodies is highly desirable.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
