Org. Setting and Reporting

The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This position is located in the Physical Security Section (PSS), Division of Partnerships and Specialized Services (DPSS) in the United Nations Department of Safety and Security. The PSS is responsible for coordinating the development of standards and guidelines for physical security for the premises of United Nations Security Management System; the strategic management and coordination of physical security risks and needs assessments; and for the recommendation of risk mitigation measures. The Chief Physical Security Section reports to the Deputy Director and the Director of DPSS. Responsibilities

Within delegated authority, the Chief Physical Security Section is responsible for the following duties: • Prepares, reviews, approves or endorses and provides policy guidance on physical security management issues for the Deputy Director and Director of DPSS including all aspects of conceptual strategy development and management of the implementation of overall physical security strategies for the PSS. • Plans and oversees the management of activities undertaken by the PSS; Manages, supervises and carries out the work programme of the PSS, including the development of standards and guidelines for physical security for the premises of United Nations Security Management System (UNSMS); the conduct of physical security risk analyses and needs assessments for existing and planned premises including the recommendation of risk mitigation measures, the assessment of physical security systems; and the development and delivery of webinars and other materials to build the capacity of UNSMS personnel to manage physical security issues in their respective area of responsibility (AOR). • Guides, develops and ensures physical security training for UNSMS security professionals in conjunction with DSS Training and Development Section. • Supports the Security Management Teams or Area Security Management Teams by contributing to planning, implementation, evaluation of effectiveness of physical security planning and implementations of measures aimed at improving staff security and conduct of UN programme activities. • Provides programmatic and substantive reviews, quality control and oversight of drafts and outputs prepared by specialized PSS personnel including engineers, architects, and other experts. • Maintains cooperation and collaboration with authorities and international institutions, provides physical security briefings, advice, and security training to UNSMS personnel and operational partners of the United Nations. • Ensures implementation of safety and security policies of the UNSMS. • Provides support and oversees the establishment/maintenance of an Emergency Communication System. • Conducts or reviews fact finding related to physical security-related incidents involving UNSMS personnel or eligible dependents. • Assists in the response to crisis events and physical security incidents. • Develops strategic goals, objectives, plans for the delivery of the substantive activities of the PSS and implements corresponding outputs • Guides the definition of physical security policies, methods and standards for the implementation of the substantive activities of the PSS. • Participates in security missions such as interagency missions, Integrated Task Forces (ITF) missions, Technical Assessment Missions (TAM), Non-Aligned Members (NAM) missions, Security Assessment visits, evaluation missions, Fact-finding missions/inquiries. • Manages and reports in assets managements for the allocated resources of the assigned office(s), including personnel, budget and assets • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly, and other policy-making organs, as appropriate, as well as the Inter-Agency Security Management Network. • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Develops and manages extra-budgetary funded security projects • Develops, reviews data, provides inputs for Division reporting. • Identifies and promotes best practices. • Perform any other duties as may be assigned.

Advanced university degree (Master’s degree or equivalent) in security management, engineering, business or public administration, or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten (10) years of progressively responsible experience in security, risk, disaster or emergency management in the public or private service areas is required. Of the 10 years, 5 years of experience in conducting physical security assessments is required. Experience in project management of physical security projects, including multi-stakeholder projects, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another United Nations official language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
