Under the broad supervision of the deputy director, Programme Effectiveness, of the Division of Data, Analytics, Planning and Monitoring, and within the of the Results Management Section of the Programme Effectiveness Team, the Chief (Organizational Performance) is accountable for overall leadership and managerial guidance on the functioning, direction and results of the Organisational Performance Management Unit.

How can you make a difference?

The Chief (Organizational Performance) will:

  • Lead initiatives to streamline and strengthen organisational performance management of the results of the UNICEF strategic plan, global - and regional programmes and country programmes.
  • Contribute to simplification of tools and systems that provide real-time analytics for informed decision making and management for delivering results.
  • Strengthen performance management at country, regional and global levels.
  • Promote accountability for results and increasing transparency to key stakeholders, including beneficiaries and donors, on how and where it uses its resources to leverage and achieve results for children.

Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results.

  1. Streamlining organisational reporting on the results of the UNICEF Strategic Plan, the global and regional programme and country programmes

In coordination and collaboration with internal business owners in headquarters, and with involvement of regional offices and country offices, lead in the design, implementation and maintenance or organisational results reporting systems aimed at seamless, efficient and effective reporting processes from documenting results of country programmes to registering the progress towards the results of the UNICEF Strategic Plan.

  1. Organisational performance management systems designed and maintained that provide the right data and analytics at the right time

In coordination and collaboration with key internal business owners in headquarters divisions and other professional colleagues, including in regional offices and country offices, provides leadership in the establishment and maintenance of a corporate performance management system, that provides the required data and analytics for decision making in UNICEF Headquarters, Regional Offices and Country Offices.

Leads the unit efforts in strengthening the UNICEF performance management function at all levels of the organisation by developing guidance, tools and systems for such purpose and establishing affordable, efficient and effective mechanisms for technical assistance and advice to other organisational units, particularly regional offices and country offices. Coordinates with and influences the UN Secretariat and other UN-agencies, funds and programmes to actively promote the harmonization and inter-operability of UNINFO with UNICEF’s corporate systems.

Strengthens and streamlines corporate performance management systems and works in close partnership with ICT Division in the implementation ICT solutions for such purpose. Also contributes to the design and development of other organisational systems for planning, implementation, monitoring and reporting, including externally facing systems (e.g. UN Partner Portal and e-tools applications) by other DAPM sections and units.

  1. Coordination of DAPM systems development and roll-out initiatives with ICTD for coherence, efficiency and effectiveness

Leads and coordinates efforts within the division on system development requiring ICTD engagement to promote coherence, harmonization, efficiency and integration of existing systems contributing to reduction of duplications and achieving greater efficiency and effectiveness. Works closely with other internal- and external stakeholders in ensuring that the internal organisational performance management systems are seamlessly connected with each other.

Actively contributes to other effectiveness and efficiency efforts initiated by the Division and participates, where needed, in similar efforts of other divisions.

  1. Transparency and accountability for results

Spearheads UNICEF’s efforts to change organisational culture and to improve the availability and public accessibility of information through developing, maintaining and updating of open data platforms, and through the conceptualisation and implementation management of investment projects to ensure that reaches and exceeds standards established by the International Aid Transparency Initiative, among others.

  1. Advocacy, communication, knowledge exchange and networking

Ensures the development of effective promotional materials and strategies to support communication, orientation, capacity building, training on the use of UNICEF performance management tools and systems for internal and external stakeholders. Conducts field visits to country offices and regional offices, including in major meetings and workshops, to evaluate effectiveness of strategies, to promote and to provide direct advice and support on maximising the use of corporate performance management systems. Identifies, documents and disseminates in a systematic manner good practices and lessons learned, internal in UNICEF and external, for organisational learning and knowledge exchange.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Business Analysis, Systems Design, Public Administration, Government or other relevant disciplines
  • A minimum of ten (10) years of relevant professional experience in programming, if possible combined with design, implementation and/or extensive use of information systems.
  • International and developing country work experience and work experience at zone / field office, country office or regional office
  • Background/familiarity with Emergency an asset
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish), particularly French, or a local language is an asset.
