Org. Setting and Reporting This position is located in the Office of Under-Secretary-General in the Department for General Assembly and Conference Services (DGACM), New York. The incumbent reports to the Assistant Secretary-General (ASG). The focus of this position is to lead the team in support of integration of various conference-management enterprise solutions(CEM) developed by DGACM with each other and with the Secretariat enterprise platforms, Umoja and Inspira.

Responsibilities Within delegated authority, the Chief, Operations and Resource Management, will be responsible for the following duties: •Formulates and proposes the substantive work programme of the Conference and Events Management-Umoja Extension 2 project team focused on integration of the existing DGACM managed enterprise conference management systems with each other and Umoja and Inspira. •Develops, formulates project plan, initiates and coordinates project activities with multiple stakeholders to ensure that all necessary preparatory activities are completed by project executives and project managers in charge of the Conference and Event Management solutions and ensures a state of preparedness for integration. •Discusses requirements and proposed integration solutions with counterparts in DMSPC, DOS, DGACM offices in New York, Geneva, Vienna, Nairobi, Divisions of Administration, coordinates development and formulation of a statement of work for tasks assigned to the project team, prepares change requests and operationalizes a division of labor framework in support of the integration efforts. •Plans work of and oversees the project team, reaches out to counterpart in DGACM offices in Geneva, Vienna and Nairobi to facilitate common understanding of the project goals and implementation of work and activities internal to DGACM, outlines responsibilities framework and division of labor for project deliverables within the Department. •Coordinates the integration of activities undertaken by the above-mentioned capabilities and some project management capacities located in various conference services in the four duty stations, promotes and supports concerted efforts by all stakeholders. •Ensures that programmed activities are carried out in a timely fashion by all DGACM services and co-ordinates work in the different areas with the senior managers of the conference services. •Liaises with other entities of the Secretariat and organizations of the United Nations System, as appropriate.

•Proposes, leads and supervises the work programme of the Project Team under his/her responsibility, in order to identify and capture requirements for integration of the four enterprise Conference and Event Management (CEM) Systems developed and maintained by the Department for General Assembly and Conference Management (DGACM) between each other, as well as between them and the United Nations (UN) Umoja and Inspira enterprise systems, in order to facilitate effective mandate delivery and to achieve further operational efficiencies based on process automation, integration of business processes and data sharing, thus supporting transparency, monitoring of key performance indicators by the Department, and accurate reporting to the legislative and oversight bodies. The project goals address various oversight recommendations that relate to integration of CEM systems with other enterprise systems.

•Within areas of responsibility assigned by the ASG, co-ordinates the work carried out by different work units within DGACM, provides programmatic/substantive reviews of the inputs prepared by others, with the aim to: •facilitate steady progress in implementation of the agreed project plan; •ensure sustainable investment in further development of innovative solutions; •facilitate transition from projects into sustainable programmes, as directed by the legislative decisions; •establish a cost efficient and sustainable client support model; •create and oversee high-level KPIs for techno-functional capabilities, in consultation with the suppliers assigned to the project; •enhances established governance and accountability, provide regular updates to the DGACM Programme and Project Review Board. •Monitors project implementation at all stages, including the analysis of implementation challenges and initiating remediation actions; •Co-ordinates and oversees the preparation of the related elements for the reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Committee on Conferences, the General Assembly and other policy-making organs, as appropriate. •Ensures that the outputs produced by the project team, in particular sets of non-technical and technical requirements as per OICT standards, are at high-quality; Outputs are clear, objective and based on comprehensive data. •Ensures that all outputs produced by the capabilities under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. •Oversees the programmatic/administrative tasks necessary for the functioning of the project team, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. •Acts as a certifying officer within the authority delegated by the ASG. •Recruits staff, taking due account of geographical balance. •Manages, guides, develops and trains staff under his/her supervision. •Fosters teamwork and communication among staff in the project team and across organizational boundaries. •Leads and supervises the organization of meetings, brainstorming sessions. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars. •Arranges for the completion of projects assigned to the project team and ensures all documents are records and finalized. •Ensures handover of project activities to staff assigned to take over responsibilities at a programmatic level.

Education Advanced university degree (Master’s degree or equivalent) in business or public administration, management, human resources management, finance, accounting, information technology, or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of fifteen (15) years of progressively responsible and diversified professional experience in public and business administration, human resource management, finance, accounting, information technology or related area in a large international organization, is required.

Hands-on experience in business analysis, change management programmes in large organisations, and overall business architectures, is required.

Familiarity with software development methodologies is desirable.

Languages English and French are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required. Fluency in another official UN language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice •This position is temporarily available until 31 December 2022, with possibility of extension, subject to availability of funds.
