Org. Setting and Reporting This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Chief of Evidence Management reports to the Special Adviser.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within the delegated authority from the Special Advisor, the Chief, Office of Evidence Management will provide strategic advice and support on the functioning of the Office of Evidence Management within the Investigative Team.

Specifically, in coordination with the Special Adviser, the Chief, Office of Evidence Management will undertake or oversee the planning, substantive, and administrative tasks necessary for the functioning of the Office of Evidence Management, including but not limited to:

Maintains responsibility for coordinating and the work of the units within the Office of Evidence Management, including Forensic Science, Information Systems, and Evidence Analysis, providing overall consistency and information flow between the Office, its units and other components of the Investigative Team, notably the Office of Field Investigations;

Oversees the effective and efficient day-to-day functioning of the Office and its work to support the Investigative Team in the collection, storage, management, analysis, and security of information and evidence;

Maintains an up-to-date understanding regarding the evolving evidence holdings of the Investigative Team, and enforces the coherent and consistent application of internal processes across the entirety of the evidence lifecycle, including in the areas of evidence collection, storage, management, analysis, and security;

Ensures members of the Office of Evidence Management develop a coherent and sequenced plan of work in line with the vision of the Special Advisor, and in complement to the work of other Offices within the Investigative Team;

Leads in the development of standards and provides quality control of the delivery of the different units within the Office of Evidence Management, including in the drafting and implementation of standard operating procedures.

Ensures the effective use of eDiscovery, digital evidence management and analysis technologies and software administered by the office of evidence management to support investigative priorities set by the special advisor and oversees the coherent implementation of new and emerging technologies where applicable.

Education Advanced university degree (Master's degree or equivalent), or a first-level university degree combined with bar qualification or equivalent, is required. Alternatively, a first-level university degree, in combination with other relevant academic qualifications and/or additional experience in the field of information analysis or rule of law assistance, is required.

Work Experience At least 15 years of progressively responsible professional experience as a practicing lawyer, academic, prosecutor, judge, legal consultant or international legal assistance advisor is required.

At least three years' experience in the evaluation and analysis of evidence is required.

Experience in investigation and intelligence analysis on complex political, military, paramilitary, terrorist activities, or activities of related groups, in cases involving serious breaches of international humanitarian law, such as genocide, crimes against humanity, and war crimes, including sexual and gender-based violence or related legal area is required.

United Nations field experience, especially in a peacekeeping operation or special political mission, is desirable.

Experience in technological processes and innovation in criminal investigations is desirable.

Work experience in the application of eDiscovery tools, Microsoft Azure, cognitive and AI services, digital forensics and advanced analytical technologies in case building is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable.
