  • A minimum of seven (7) years of progressively responsible experience in fleet management operations, assets or property management, movement control, multi-modal transportation, logistics management or a related field is required.
  • At least three (3) years in a supervisory position directly related to the coordination and management of a complex assets and/or equipment fleet in a UN entity or similar international organization is required.
  • Experience in SAP (Maintenance Module, ECC, IBP) is required.
  • Experience in quality management is desirable.
  • English is required at UN Level II for reading, writing, listening and speaking.

Org. Setting and Reporting

The position of Chief of Unit, Transport P-4 is located in the Supply Chain Management Section at the United Nations Disengagement Observer Force, Camp Faouar, Syria. The Chief of Unit, Transport is under the direct supervision of the Chief Supply Chain Management.

Responsibilities

Within delegated authority, the Chief of Unit, Transport, will be responsible for the following duties: • Plans, manages and supervises the provision of global assets and equipment support, which includes the United Nations Owned Equipment, Member State Contributed Equipment and commercial transportation services. • Develops and implements the Global Assets Management Program and manages it in accordance with the decisions of the Department of Management Strategy, Policy and Compliance and the Department of Operational Support (DMSPC/DOS) policies and directives on the acquisition, receipt, distribution, maintenance, utilization and disposal of the assets and equipment fleet. • Develops and implements the Assets Acquisition Plan, the Assets Maintenance and Care Plan, the Assets Life Cycle Management Plan and related activities optimized to meet operational requirements. • Develops and implements a cost-effective plan for the assets and equipment resupply of all supported entities, determining the appropriate means of support including equipment leasing or renting, Equipment-as-a-Service (EaaS), and other outsourcing models. • Liaises with UN agencies, non-government and government organizations, intergovernmental agencies and suppliers for the provision of assets and equipment fleet management support. • Ensures the inventory control and supervises the physical annual checks of assets and equipment. • Develops and implements standard operating procedures for relevant assets and equipment operations in field missions and other supported entities. • Manages the unit budget ensuring that the relevant UN financial regulations and rules are adhered to in activities of the Unit. • Supervises the preparation of performance reports and responses to internal and external audit observations. • Acts as a Certifying Officer with the overall responsibility for the efficient use and accurate accounting of all resources controlled and all expenditures made by the Unit. • Determines technical specifications for goods and services, reviews responses to bids and conducts technical evaluations to ensure that vendor’s proposals meet technical requirements. Coordinates requisition process with purchasing authorities. • Oversees contracts for the provision of goods and services and evaluates vendor's performance in coordination with the Contracts Management Unit and/or the Procurement Unit. • Ensures that quality control procedures are implemented and that plans and work processes comply with the established regulatory regime. • Ensures that UN equipment is used in accordance with UN regulations and rules, and that equipment usage data is correctly recorded. Ensures the accuracy and validity of data recorded in the management information systems. • Participates in various administrative bodies such as the Local Committee on Contracts, the Tenders Committee, the Local Property Survey Board and the Boards of Inquiry as appropriate. • Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for vehicles, plant, and equipment. • Develops the Unit Staffing Table and acts as the Line Manager to the Sub-Unit Managers. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual Work Plans for Sub-Unit Managers and produces detailed performance assessments and evaluations for all staff as required. • Supervises the personnel and evaluates staff performance of the Unit. • Develops and implements the Unit Training Plan; coordinates with UNHQ training courses, workshops and other related training activities. • Ensures the compliance with the UN policies on workplace safety and environment protection. • Performs other related duties as required.
