- Technical or vocational certificate in mechanical engineering, transportation, logistics or other related field is desirable.
- A valid driver’s license is required.
- Fluency in oral and written English is required.

Org. Setting and Reporting
This position is located in Amret Al Faouar in the United Nations Disengagement Observer Force (UNDOF), Syria. The Chief Transport Officer reports to Chief, Supply Chain Management.
Responsibilities
Within delegated authority, the Chief Transport Officer manages and supervises the provision of the motor transport services within the Mission. This involves provision, diagnostics and automotive maintenance of the vehicle fleet in the area of operations, on both the A and the B side, and along the entire supply chain crossing Lebanon. • Develops the Vehicle Establishment Program and manages it in accordance with the decisions of the Vehicle Establishment Committee and current DPKO/DFS policies and directives on the acquisition, receipt, distribution, maintenance, utilization and disposal of the vehicle fleet. • Reviews and monitors budget proposals for the Mission and transport operations. • Assesses cost estimates and reviews/revises draft budgets. • Acts as a Certifying Officer for the ground transportation budget with overall responsibility for the efficient use and accurate accounting of all resources controlled and all expenditures made by the Transport Section. • Ensures that the relevant accounting and audit requirements are respected in all aspects of the Transport Section. • Reports on and defends the budgetary performance of the Transport Section at the end of each financial period. • Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for transport. • Ensures the establishment and implementation of the Road Safety Program for the Mission. • Ensures that UN vehicles are used in accordance with the UN regulations and rules and that vehicle usage data are correctly recorded and reported. • Supervises the development and maintenance of the Active Road Accident Prevention Program. • Responds to routine and emergency calls for repairs and services • Oversees the implementation of the Driving Test Program within the field Mission and monitors that all field mission staff are issued with UN driving permits in order to ensure that all vehicle users have minimum driving skills and understand host country road rules and regulations. • Develops, in consultation with the Chief Supply Chain Management (CSCM), a cost-effective plan for the provision of transport services to the mission, examining the costs and benefits of outsourcing transport functions and the feasibility, in operational terms. • Acts as the field mission representative in various Mission administrative bodies such as the Vehicle Establishment Committee, the Local Property Survey Board and Boards of Inquiry. • Plans, guides, supervises, and evaluates the personnel management of the Transport Section, including the military Staff Officers assigned to the Section and the Transport component of LogBatt. • Provides adequate training opportunities to the military and civilian personnel of the Transport Section and ensures full integration of the military and civilian components within the Section. • Manages the Transport Section Staff allocation and rotation of appropriate work assignments, on A and B side and along the entire supply chain when using mission owned resources. • Coordinates the individual annual Work Plans for the Section and produces detailed performance assessments and evaluations for all staff as required. Evaluates staff performance. • Contributes to the development of training courses; coordinates with UNHQ the training courses, workshops and other related training activities. • Performs other related duties as required.
