Org. Setting and Reporting This position is located in the Transport Unit of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief Service Delivery Officer.

Responsibilities Within delegated authority, the Chief of Unit, Transport will carry out the following duties: •Plans, manages and supervises the provision of the surface motor transport support, which includes the United Nations Owned Equipment, Member State Contributed Equipment and commercial transportation services. •Develops and implements a cost-effective plan for the surface transport resupply of all sectors within a field mission, determining the appropriate means of transport including outsourcing activities. •Liaises with UN agencies, non-government and government organizations, intergovernmental agencies and suppliers for the provision of the surface transport support. •Ensures the inventory control and supervises the physical annual checks of vehicles and equipment. •Develops and implements standard operating procedures for surface transport operations in a field mission. •Manages the surface transport budget for a field mission surface transport operations ensuring that the relevant UN financial regulations and rules are adhered to in activities of the Transport Unit. •Supervises the preparation of performance reports and responses to internal and external audit observations. •Acts as a Certifying Officer for the surface transport budget with the overall responsibility for the efficient use and accurate accounting of all resources controlled and all expenditures made by the Transport Unit. •Determines technical specifications for goods and services, reviews responses to bids and conducts technical evaluations to ensure that vendor’s proposals meet technical requirements. Coordinates requisition process with purchasing authorities. •Oversees contracts for the provision of goods and services and evaluates vendor's performance in coordination with the Acquisition Management Unit and/or the Procurement Unit. •Ensures that quality control procedures are implemented and that plans and work processes comply with the established regulatory regime. •Develops and implements the Vehicle Establishment Program and manages it in accordance with the decisions of the Vehicle Establishment Committee (VEC) and current Department of Peacekeeping Operations/Department of Field Support (DPKO/DFS) policies and directives on the acquisition, receipt, distribution, maintenance, utilization and disposal of the surface transport fleet. •Develops and implements the Mission Vehicle Acquisition Plan, the Mission Vehicle Maintenance Plan and the Mission Vehicle Recovery Plan in order to ensure that a field mission fleet is optimized to meet operational requirements. •Develops and implements the Active Road Accident Prevention and Road Safety Programs for a field mission. •Oversees the implementation of the Driving Test Program within a field mission and monitors that field mission staff is issued with UN driving permits in order to ensure that all vehicle users have minimum driving skills and understand host country road rules and regulations. •Ensures that UN vehicles are used in accordance with UN regulations and rules, and that vehicle usage data are correctly recorded. Ensures the accuracy and validity of data recorded in the management information systems. •Participates in various field mission administrative bodies such as the Local Committee on Contracts, the Vehicle Establishment Committee, the Tenders Committee, the Local Property Survey Board, the Advisory Committee on Traffic Safety and the Boards of Inquiry as appropriate. •Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for surface transport. •Develops the Transport Unit Staffing Table and acts as the Line Manager to the Sub-Unit Managers. •Manages the allocation and rotation of appropriate work assignments. •Coordinates the individual annual Work Plans for Sub-Unit Managers and produces detailed performance assessments and evaluations for all staff as required. •Supervises the personnel and evaluates staff performance of the Transport Unit. •Develops and implements the Transport Unit Training Plan; coordinates with UNHQ training courses, workshops and other related training activities. •Ensures the compliance with the UN policies on the workplace safety and environment protection. •Performs other related duties as required.

Education Advanced university degree (Master’s degree or equivalent) preferably in business administration, economics, logistics, transport management or mechanical engineering is required. A relevant first level university degree and two (2) additional years of work experience in a surface transportation related occupation may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in motor vehicle transport operations, movement control, multi-modal transportation, logistics management or a related field including, preferably, four (4) years of experience in a UN entity and at least three (3) years in a supervisory position directly related to the coordination of complex surface transport operations in the international environment is required. Experience in quality management is desirable. Knowledge of UN financial regulations and rules is desirable. Experience in international operations in a post conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, Fluency in oral and written English is required.
