Org. Setting and Reporting The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.

This post is located within the Department of Safety and Security, Office of the Under-Secretary-General and operationally works in the Strategic Partnerships and Policy Unit (SPPU) within the Division of Partnerships and Specialized Support (DPSS). The Chief of SPPU reports directly to the Director of DPSS and works closely with the Under-Secretary-General, Assistant Secretary-General, and the Inter-Agency Security Management Network (IASMN).

Responsibilities Within delegated authority, the Chief of SPPU will be responsible for the following:

  • Provides strategic security management policy advice to the Director of DPSS, the Under-Secretary-General (USG)and Assistant Secretary-General (ASG) of DSS, and other United Nations Security Management System (UNSMS) senior security professionals, including within the Agencies, Funds and Programmes, both at Headquarters (HQ) and in the field, on conceptual strategic and policy issues.
  • Interprets security management policies, rules, and procedures for senior officials of the United Nations Security Management System (UNSMS)
  • Plans, manages, and oversees the work programme undertaken by the Unit, ensuring that programmed activities are carried out in a timely fashion and aligned to the vision and strategic goals and mandate of DSS. Determines priorities and allocates resources.
  • Represents the Department at inter-agency and intergovernmental meetings on security management and policy issues. Leads the preparation of talking points for the Under-Secretary-General and Assistant Secretary-General for meetings external to the Department.
  • Leads, oversees, and contributes to the preparation of all Departmental reports to external bodies on substantive issues, including input to position papers and reports for presentation to intergovernmental bodies, the General Assembly, High Level Committee on Management (HLCM), the Inter-Agency Security Management Network (IASMN), and other policymaking organs.
  • Leads research into general topics related to safety and security. Arranges and coordinates DSS participation in high level coordinating bodies and working groups and manages communication on behalf of the Department with all United Nations Security Management System (UNSMS) stakeholders including Member States and other external interlocutors.
  • Organizes and leads the secretariat of the Inter-Agency Security Management Network (IASMN). Plans and organizes IASMN Plenary and Steering Group meetings, and regular video conferences, including logistic and administrative arrangements and the drafting, reviewing and finalization of conference papers, meeting minutes and reports.
  • Oversees the development of a consistent and standardized governance framework of policies and guidelines for the United Nations Security Management System (UNSMS) ensuring that outputs maintain high quality standards and are legally sound through close collaboration with the Office of Legal Affairs (OLA).
  • Manages the development and maintenance of a policy library for the United Nations Security Management System (UNSMS).
  • Determines security policy gaps for the United Nations Security Management System (UNSMS) and recommends the development of relevant guidance to address these gaps; plans and oversees the development of the requisite policies and guidelines for the United Nations Security Management System (UNSMS); coordinates the work carried out by the Unit in this regard; and provides programmatic and substantive reviews of drafts prepared by others.
  • Carries out programmatic and administrative tasks necessary for the functioning of the Unit, including preparation of, and reporting on, budgets.
  • Recruits staff for the Unit taking due account of geographical and gender balance and other institutional values; and interviews and evaluates candidates for job openings.
  • Manages, guides, develops, and trains staff under his/her supervision. Fosters teamwork and communication among staff in the Unit and across organizational boundaries. Assigns performance parameters and indicators and evaluates staff performance (PAS).
  • Perform other tasks as required.

Makes sure that roles, responsibilities and reporting lines are clear to each staff member. Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills. Monitors progress against milestones and deadlines. Regularly discusses performance and provides feedback and coaching to staff. Encourages risk-taking and supports creativity and initiative. Actively supports the development and career aspirations of staff. Appraises performance fairly.

    Education Advanced university degree (Master's degree or equivalent) in international relations, political affairs/sciences, management, law, or strategic/military studies. A first-level university degree in these areas in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
