Org. Setting and Reporting This position is located in the United Nations Mission in South Sudan, duty station Juba. Juba is classified in the "E" category and as non-family duty station. The Chief of Unit Operations will report directly to the Chief Field Technology Section (FTS).

Responsibilities Within delegated authority, the Chief of Unit, Operations will be responsible for the following duties: Manages the Operations Unit; Plans and directs all ICT operations within the Mission, including the various networks, systems and staff. Develops plans for feasibility assessment, requirements specification, design, development and implementation of ICT systems, and service desk services and support. Manages the Operations Unit budget, formulating and monitoring budget allocations and expenditures, verifying funding and ensuring no overrun occurs. Conducts source and demand planning, develops technical specifications for procurement/contractual services, oversees technical evaluation of bids received; coordinates need assessments for ICT Systems, establishing of benchmarks, and the preparation of Statement of Works (SOWs) and Request for Proposals (RFPs) in coordination with the Procurement office to establish and manage contracts. Keeps abreast of developments in the ICT field; determines the need for testing/evaluating new products and technologies; provides leadership on introducing technological changes; manages the change management procedures. Provides professional leadership, work direction, and mentoring for the Operations Unit, Officers and other staff within the Unit; coordinates the individual yearly work plan for all staff within the Unit. Ensures effective coordination with other United Nations agencies and other entities in order to maximize possibilities of inter-agency collaboration in the ICT field. Performs other duties as required.

Education Advanced university degree (Master's degree or equivalent degree) in information systems, computer science, mathematics, statistics or related field or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Conceptual and strategic analytical capacity to understand ICT systems and business operational issues; ability to manage a diversified team of experts in the operations and support of ICT systems; good knowledge of organization's information systems and communication infrastructure. ITIL Foundation Certificate is desirable. Expert level is highly desirable. PRINCE2 or similar project management certification desirable.

Work Experience At least 7 years of progressively responsible professional and managerial experience in information systems and telecommunication systems, including experience in developing and overseeing large centralized and globally distributed institutional systems, of which four years should have been in the public/private sector, is required. Experience in carrying out administrative functions of a Unit/Section, which would include preparation of budget/cost estimates, reporting on budget/programme performance, procurement of goods and services along with contract management, and the recruitment of staff is required. Four years field experience in the United Nations Common System field operations, including of Peacekeeping and Special Political Missions, UN Agencies, Funds and Programmes, is desirable. Experience in Umoja procurement and budgeting modules desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
