Org. Setting and Reporting This position is located in the United Nations Peacekeeping Force in Cyprus (UNFICYP), Nicosia. The incumbent will report to the Chief Field Technology Section (FTS) or his/her designate.

Responsibilities Within limits of delegated authority, the Chief of Unit, Information Systems may be responsible for the following duties:

Manages the Information Systems Unit; plans and directs all major information systems, projects within the mission, monitoring the progress of systems analysis, design, development, testing and implementation of new, moderately complex systems, and/or, participates as a member of a team with responsibility for major components of more complex systems. Manages the Information Systems Unit budget, formulating and monitoring budget allocations and expenditures, verifying funding and ensuring no overrun occurs. Develops technical specifications for the procurement of equipment, and contractual services, and coordinates technical evaluation of offers and proposals received. Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. Develops and recommends strategies to implement global information systems projects originating out of DFS/ICTD and the mission. Coordinates with ICTD UNHQ, New York, the GSC at UNLB and UNSBV, and other Field Missions on matters related to CITS support; Develops, implements and monitors Information systems standards, guidelines and procedures. Develops detailed systems and other functional specifications and user documentation for systems as required. Provides specialized advice to users, analyzing users' requirements and translating these into new applications; determines application systems integration and linkage issues. Maintains upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. Develops training materials, operating and user manuals; trains staff in assigned systems. Develops disaster recovery plans relating to Information Systems and ensures appropriate planning and training of those responsible. Researches, analyses and evaluates new technologies and makes recommendations for their deployment. Participates in writing reports and papers on systems-related topics, system requirements, Information strategy, etc. Provides professional leadership and work direction for the Information Systems Officers and other staff of the Unit; develops the yearly work plan, mentors and supervises the personnel of the Unit.

Education High School diploma or equivalent. Technical training in education in the field of Telecommunications and Information Systems is desirable. Certifications in relevant areas of Information Systems and Technology, such as networking policies and information management is desirable.

Work Experience A minimum of ten (10) years (five (5) years with a first level university degree) of progressively responsible experience in information and telecommunications systems or related areas, including experience in developing and overseeing large centralized and globally distributed institutional systems is required.

Two years' experience providing services in information and telecommunication systems or related areas to or in a field operation of the United Nations common system or comparable international organisation is desirable.

Two years experience in information and telecommunications systems or related areas in a conflict or post-conflict setting is desirable.

Experience in budget, staffing and performance management and reporting is desirable.

Experience in managing or supervising an ICT service-desk/helpdesk is desirable.

Languages French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
